REGULAR MEETING OF PLANNING & ZONING BOARD
April 1, 1982
Mr. Morris, Chairman, called the meeting to order at 7:30 p. m.
Members present: Mr. Flowers, Mr. Billingsley, Mr. Morris,
Mr. Cromer and Mr. Brown.
Staff present: Mel Justice and Linda Jones.
I. Variance Request
a. Gary Cooper of Rampart Builders appeared before the Board
for review and approval of plans on one bedroom quadraplexes to
be erected on Lots 1, 2, 3, Block 2, Pine Meadows Addition. Three
items that did not meet City Building Ordinances were minimum
square footage of living space, minimum square footage of lot
space per family and parking spaces.
Mr. Cooper explained that the parking spaces on the plans were
not correct and there will be two (2) parking spaces per unit
to meet City Ordinances. Mr. Cooper stated the structures will
be completely bricked and the renters would maintain the yards.
He further explained the units would be rented to couples and /or
single people. The goal for the rent would be a maximum of $225.00
per month. The Board agreed there is a great demand for one
bedroom low income housing in Kennedale.
Motion was made by Mr. Billingsley, seconded by Mr. Brown, that
a variance be issued on these three items so Rampart Builders
can apply for a Building Permit with the full understanding that
there will be two (2) parking spaces per unit. The Board recom-
mended this information be forwarded to the City Council for
further action. Motion carried with none opposed.
b. Mr. Joseph N. Moniz -1113 East Mansfield Highway made a
request for a variance of zoning from "E" Commercial to "G"
Industrial on a tract of land out of the E. C. Cannon Survey
being .9 acres. Mr. Moniz explained that his business would
consist of retail sales and repairing of used cars and boats,
sales of new and used parts, towing and road service as well as
storage for wrecked cars. He further explained he would dismantle
the cars inside of the building to get useful parts and do away
with any disabled cars. Mr. Morris stated the wrecking yard
business is not permitted within the City of Kennedale. The Board
agreed the legalities of dismantling and storage of cars will
have to be researched by the city attorney, Mr. Marshall.
Motion was made by Mr. Brown, seconded by Mr. Billingsley, to
recommeid.therequest for a variance be reviewed by the Board of
Adjustments. Motion carried with none opposed.
II. Board Members
a. Mr. Morris read an article out of the Fort Worth Star
Telegram degrading the Planning and Zoning Ordinance of Kennedale,

Mr. Morris stated that this Board has done a fine job working
with the Planning and Zoning. The Mayor has, in a public
meeting, commended this Board for the work it has done. He
challenged this man to appear before the Planning and Zoning
Board to state what is wrong with the planning and zoning laws
and if there is,please help revise the zoning laws. The Board
does not like to be publicly criticized until they have been
criticized face to face.
III. There being no further business, motion was made by Mr. Flowers,
seconded by Mr. Cromer, that the meeting adjourn. Motion carried
with none opposed.
