MINUTES OF REGULAR MEETING
PLANNING, ZONING, AND BOARD OF ADJUSTMENT
MARCH 6, 1980
In the absence of Raymond Morris, Chairman, Bill Cromer, Vice Chairman,
opened the meeting at 7:15 p.m. Other members present were R.E. Flowers,
Robert Brown, and Walter Billingsley. Paul Mathis, Coordinator, was also
present.
Motion was made by Mr. Flowers, seconded by Mr. Brown that Minutes from
February 7, 1980 meeting stand approved as submitted.
Item 2: Eddie Pernell - Request for Use of Temporary Structure for Office
Purposes. Mr. Pernell came before the Board stating that he was purchas-
ing Lot 24 Blk. 1 Woodlea Acres with plans to operate a pipeline construc-
tion company. Mr. Pernell requested a variance be given in order to place
a temporary office building (mobil type) on property for approximately six
months until such time a permanent structure can be built. Motion was
made by Mr. Flowers, seconded by Mr. Billingsley to grant a temporary
variance for six months in order to place mobil office structure on Lot 24
Blk. 1 Woodlea Acres. Motion carried.
Item 3: Terry Stanford - Request for Variance, Lot 32B and 32E C.A. Boaz
2nd, to permit operation of automotive garage - discuss railroad passing
track. Mr. Stanford came before the Board requesting a variance in order
to operate business of converting automobiles from gasoline to propane
operation. The property is presently zoned "C ". Since there is no pub-
lic access to Mr. Stanford's property other than a drive shared by adjoin-
ing property owners, the Board requested this item be tabled until he
could get permission from other property owners to widen drive in order
to allow a public R.O.W. The Board also advised Mr. Stanford to to to
City Hall or Police Station to place a complaint regarding locomotives
parked on passing track near his home.
Item 4: Bill Walker - Request for Variance, Trt. 1X E.C. Cannon Survey,
Zoned "E" Commercial to permit plastic molding and other manufacturing.
Mr. Walker presented letter to the Board requesting the zoning be changed
from "E" Commercial to "G" Industrial in order to move his business, Lone
Star Distributors who manufacture upholstery products such as van seats,
and Plastic Component of America, Inc. which manfacture ABS plastic van
parts and other products to Kennedale. Mr. Walker stated that the build-
ings were not presently hooked up to City sewage, but within ninety days
would be. Motion was made by Mr. Flowers, seconded by Mr. Brown that a
variance be granted to allow business, to operate in this location with
the stipulation if the businesses go out, the variance would be cancel-
led. Also, it was concensus of Board that consideration be given at
a later date for zoning change. Motion carried.
Item 5: Consideration of Application for Building Permits- Building plans
and specifications. Mr. R.L. Cruz came before Board asking permission
to build a garage type building on property. The Board advised that
it would be permissable as long as building conformed with codes.
Pete Alvarado presented floor plans for residential structure and eleva-
tions for hooking onto city sewage. Motion was made by Mr. Flowers,
seconded by Mr. Billingsley to grant issuance of building permit. Motion
carried.
Item 6: Report on consideration of Load Limit Requirements on City
Streets. No information available at this time.
Item 7: Report on Legal Opinion on Right of Ways to property not
located on Public Roads or Streets. Paul Mathis gave verbal report
from City Attorney Clyde Marshall who stated on property that was land -
locked and contained a residence, a R.O.W. or access would be at least
implied.
Item 8: General Discussion - Any items requiring immediate action.
There were no items at present time.
There being no further business, the meeting adjourned at 8:50 P.M.

Dear Sir:
This letter is to request that Tract 1X, E.C. Cannon
Survey zoning be changed from "E" Commercial to "G"
Industrial. The reason for this change is that Lone
Star Distributors, Inc. would like to move into 1115
E. Mansfield Hwy and manufacture upholstery products
such as van seats and related products. Plastic
Components of America, Inc, would like to move into
1117 E. Mansfield Hwy and manufacture ABS plastic van
parts and other plastic. products.
The buildings are not presently hooked up to city
sewage, but within ninety days will be.
