MINUTES OF
PLANNING AND ZONING COMMISSION
REGULAR MEETING
15 FEBRUARY 2001
COMMUNITY CENTER
Chairman Miller called the mee ting to order at 7:02 P.M.
Commission Members Present: Jerry Miller, Bryan La nkhorst, Jodie Risinger, Ray Cowan, and Brian
Johnson. Tiffany Spence r was not in attendance.
City Staff Present: Mort Wetterling, Permits/Planni ng/Code Enforcement Department; Chrissy Foley,
Permit Clerk
VISITORS/CITIZENS FORUM
There were no citizens presen t to address the Commission.
ITEM NO. 1 – Approval of the minutes of the Water Impact Fee Committee meeting and regularly
scheduled meeting of the Planning and Zoning Commission, dated 18 January 2001.
Brian Johnson made a motion to approve the minutes as drafted. Ray Cowan seconded the motion and all
Commission Members voted in favor.
ITEM NO. 2 – Commission final review and recommendation of the proposed Sign Ordinance for the City
of Kennedale.
After very brief discussion among Commission Members, Brian Johnson made a motion to recommend
approval of the Sign Ordinance. Bryan Lankhorst seconded the motion and all Commission Members
voted in favor.
ITEM NO. 3 – Commission to add “Vehicular Racing Facility” to Section 17-421, Schedule of Uses, after
which, Zoning Classification(s) must be assigned.
After discussion among Commission Members, Bryan Lankhorst made a four-part motion, which was
stated as follows:
1. To add “Vehicular Racing Facility” to the Comme rcial Uses portion of Section 17-421, Schedule
of Uses, in the Kennedale City Code.
2. To assign the “Vehicular Racing Facility” use to the “C-2” (General Commercial) and “I”
(Industrial) Zoning Districts, along with the requirement for the acquisition of a Specific Use
Permit.
3. To provide the following Definition… “Vehicular R acing Facility”- a track or course laid out or
designed for the competitive racing of self-propelled vehicles whether or not required to be
registered or licensed under laws of the State of Texas. Vehicles may not be salvaged, dismantled,
or repaired, except for adjustments as ma y be required to effectively compete.
4. To remove the use entitled “Go-Cart Track” from the Commercial Uses portion of Section 17-421,
Schedule of Uses, in the Kennedale City Code.
Commission Members request that Legal Counsel review the “Definition” portion of the motion and make
modifications, where required.
Jodie Risinger seconded the motion made by Bryan Lankhorst, and all Commission Members unanimously
voted in favor of approving the four-part motion.

ITEM NO. 4 – Staff Comments: In addition to matters specifically listed below, staff comments may
include updates on ongoing or proposed projects related to their department and may address posted agenda
items.
Planning Department staff report
Mort Wetterling briefed Commission Members on the late st events taking place with the citywide rezoning,
including the upcoming Public Hearing to be held by the City Council regarding same. He also updated
Members on the status of the Little School Road widening.
ADJOURN
With nothing further to discuss, Brian Johnson made a motion to adjourn. Jodie Risinger seconded the
motion and all Commission Members voted in favor. The meeting was adjourned at 8:00 P.M.
