PLANNING AND ZONING COMMISSION
REGULAR MEETING
19 OCTOBER 2000

Chairman Miller called the mee ting to order at 7:10 P.M.
Commission Members Present: Jerry Miller, Jodie Risi nger, Brian Johnson, and Bryan Lankhorst. Ray
Cowan and Tiffany Spencer were not in attendance.
City Staff Present: Mort Wetterling, Code Enforcement/Planning Department; Chrissy Knapp, Permit
Clerk
VISITORS/CITIZENS FORUM
There were no citizens wishin g to address the Commission.
ITEM NO. 1 – Approval of the minutes of the Public Hearings and regularly scheduled meeting of the
Planning and Zoning Commission, dated 21 September 2000.
Jodie Risinger made a motion to accep t the minutes as drafted. Bryan Lankhorst seconded the motion and
all Commission Members voted in favor.
ITEM NO. 2 – Commission Members will discuss and proceed with a recommendation for a vice-
chairman for the Planning and Zoning Commission.
After brief discussion among Commission Members, Brian Johnson made a motion to recommend Jodie
Risinger as vice-chairman. Bryan Lankhorst seconded the motion and all Commission Members voted in
favor.
ITEM NO. 3 – Commission discussion relative to the two (2) Public Hearings, held on 9 & 10 October,
concerning the citywide rezoning.
After brief discussion, the Planning and Zoning Commission elected to forward, to the City Council, their
recommended zoning changes, without changes, except for the below listed instances:
1. In the 600 block of Dick Price Road, Tracts 53S, 53P, 53F2, 53Q, 53F, 53L, 53N, 53M, 53M2,
53M1, and 53E of Abstract 1375 were removed from the previously proposed “R-3” classification
and assigned a zoning classification of “C-2” (G eneral Commercial). This change was more in
keeping with the use of the surrounding area.
2. Tracts 1 and 2 of Abstract 1450 were erroneously depicted on “Revised” Zoning Map as being “R-
3” when, in fact, “AG” (Agriculture) was the proposed, and correct, zoning classification.
3. The six (6) parcels of land that abut to Eden Road and Mansfield Cardinal Road (Tracts 9A3, 9A,
9A4, 9A5, and 9A6 of Abstract 1261 and Lot 4 of the Jesse Russell Subdivision) have both a
commercial as well as residential use, however, it was decided to change the previously
recommended classification of “R-3” to that of “C-2.”
A number of other classification changes were discussed, however, items 1. through 3., as listed above,
were the only chan ges incorporated.

ITEM NO. 4 – Staff Comments: In addition to matter specifically listed below, staff comments may
include updates on ongoing or proposed projects related to their department and may address posted agenda
items.
Code Enforcement/Planning Department staff report
Mr. Mort Wetterling briefed Commission Members on the events that took place at th e last City Council
meeting concerning a zone change request that had be en tabled until the proposed Developer could provide
further information. He also gave an explanation of th e street impact fee study that is to be conducted, the
status of the Little School Road widening, and the current status of the Wal-Mart situation.

With nothing further to discuss, Bryan Lankhorst made a motion to adjourn the meeting at 8:40 P.M. Brian
Johnson seconded the motion, and all Commission Members voted in favor.
