Ted Rawe stated that a final pasi.tion has not been reached 1?y the
insurance campany on the build.inc7 and vehicles. The fire marshal
and Jerry Kirkpatrick., fire Chief will be submitting a statement
regarding the fire.
The Water I?epartment purchased twa pick_-ups, 1/'? ton and 3/4 tan.

Attorney Dan Driver administered the Oath of Office to Mayor Bill
Abbott, Councilman Tom ~3ocane and Councilman Ron Kovach. The new
members were seated and began their duties as Luck.
I."~F.M NO.___4 - Appointment of Mayor Fro-Tem.
Motion was made by Ran Kovach to appoint Fete Kirkpatrick to serve
as Mayor Pro-Tem. Second by Robert Mundy and passed unanimously.
I'T`r_'M_NO. 5 _ Renewal of Contract with 'Tarrant County Health
.~ ~ ~^ Department for Food Establishment Inspections.
The food establishment inspection contract is for a period of one
year commencing an October 1, 1992 and ending on September 30, 1993.
F~ayor Abbott asked if there was a performance rating for Kennedale
food establishments, the number of inspections and high, low and
average scores.
Larry Prine, Health Department representative, stated that quarterly
reports showing inspections are furnished to the city secretary.
Mr. Frine submitted a report to Mayor Abbott that shows information
on inspections and past history of how the establishments performed;
dates, type of permits, scores, critical violations, repeat
violations, corrections that the facilities made, owners name, and
}-tow often each year the facilities were inspected. Average scores
have not been calculated. It is difficult to compare scores from
one city to another. There are many other factors that affect the
gaulity. Scores can be misleading. A facility can score a 95 and
still have a :serious problem that would cause health risks.

ITEM NO. 6 - Designation of North Central Texas Council of
Governments Voting Representative far 199''-`~3.
Hobert Mundy moved that Mayor Abbott be appointed the votir~~q
representative for NTCOG, second by Ron Kovach. Motion carried
unanimously.
ITEM NO. 7 - Adoption of City Policy on Newsletters.
Robert Mundy moved to adopt the policy on newsletters as stated ir:
the packet. Second by Pete Kirkpatrick and passed unanimously.
ITEM_ NO. 8 - Briefing on Emergency Radio Options.
Ted Rowe stated that Tarrant County has several problems regarding
emergency radio communications. For example, when all cities gather
in ]{ennedale for a disaster, there would be no way to talk to each
other on the radio. There is no common frequency to serve that
purpose. Fort Worth is setting up a communication system in 'i'arrant
County. The exact figures on the cost are not available. The city
has a deadline to make a decision for purposes of setting up the
system. The system will be set-up for a certain number of radios
and participants. By the end of June the City of Fort Worth wants
to know whether or not I{ennedale is willing to participate. A group
will be going to Motorola an Tune 9th, 9:00 to 11:00 AM to see a
demonstration on the actual system that will be installed. Council
was invited to attend. "I'he estimated cost of the system is 59.5
million for the entire county. Tarrar:t County Commissioners' Court
has decided to pa.rticipa±e in this system. They will be ap~rat.in~g
373 units in the sheriff's department. Med Star will r_,perate 94
radios. Life e:=:pectancy of the system is estimated at ~0 years.
There will be a purchase fee and a shared cast among all of the
participants in the system which would .include maintenance cast of
the radios and ar.tenna~, li~~~~n~e f~e~, etc.

The cost will be shared proportionately by the participants
depending on the number of radios ±hey have. If Kennedale opted to
wait a year or two, we would not be able to par±icipate in the
system unless another city gave up space that they had reserved.
Buying shares in the system and deferring purchase of the equipment
may be an optian to consider. Each city has to plan for the growth
that they anticipate.
ITEM NCB. 9 - General Discussion.
Mayor Abbott wished Steve Radakovich the best of luck.
Ted Rowe stated that the Vera Lane Sewer project report was
completed by Cheatham and Associates. A committee meeting was
scheduled far Thursday, May ~1, 1992 at 5:00 PM at City Hall.
The KISD Board and City Council will hold a joint meeting Thursday,
Tune 4, 1992 at 7:30 PM at tt~e Community Center.
There being no further business. motion was made by Tom Boone to
adjourn the meeting at 8:30 PM. Second by Robert Mundy and carried
without o~~po~~•ition.
