KENNEDALE CITY COUNCIL
REGULAR MEETING - JUNE il, 1992
COMMUNITY CENTER
Mayor Bill Abbott called the meeting to order at 7:35 PM.
Members present were Mayor Abbott, Mark Wright, Robert Mundy, Pete
Kirkpatrick, Tom Boone and Ron Kovach.
Staff in attendance were Ted Rowe, Linda Gress, Vicki Thompson,
Linda Royster, Joey Highfill, Jerry Kirkpatrick, David Geeslin and
Attorney Don Driver.
ITEM N0. 1 - Approval of Minutes dated May 14, 1992.
With no corrections to the minutes dated May 14, 1992, motion was
made by Robert Mundy, second by Mark Wright to approve the
minutes. Motion carried unanimously.
ITEM N0. 2 - Acceptance of Audit FY 1990-1991.
Motion by Ron Kovach, second by Tom Boone to accept the Audit FY
1990-1991. Motion carried unanimously.
ITEM NO. 3 - Approval of Resolution to Participate in the
Fort Worth 800 Mhz Radio System.
Mayor Abbott stated that the radio system was a three phase
approval; phase 1) approval of the resolution which notifies the

City of Fort Worth that Kennedale will participate, phase 2>
contract with the City of Fort Worth, phase 3) contract with
Motorola.
The first phase will allow Fort Worth to prepare their budget. The
resolution must be approved by July 1, 1992 or the city will not be
able to participate in the radio system. However, approval of the
resolution does not obligate the city. The contract with Fort
Worth must be signed by September 30, 1992 and will be the formal
commitment on the city's part. If Council is not satisfied with
the contract they have the option to drop out of the program by
September 30, 1992.
The radio system will enable the different cities/departments to
communicate should a disaster occur and will provide fire and
ambulance units with an effective way to communicate with each
other.
It was the consensus of the Council to schedule a work session to
discuss the details of the contracts prior to the September 30
deadline.
The city currently operates 35 radios and is looking at
participating in the new system with 45 units.
Motion by Tom Boone, second by Ron Kovach, to accept the resolution
and hold a work session on the contracts. Motion carried without
opposition.
ITEM H0. 4 - Approval of Emergency Expenditures.
Emergency purchases to date that exceed 51,000 limit requiring
Council approval are as follows:

Ted Rowe stated that the sewer flume evaluation was completed with
the City of Fort in attendance and the results of the investigation
should be available in two weeks. It could be a backup in the
Arlington sewer line; Kennedale is paying for between 100,000 and
200,000 gallons per day more than last year. Indications are that

there is inflow and infiltration problems. The ground is saturated
and the water is finding its way into the sewer system. Some state
funds for projects are available at low interest rates.
Ron Kovach asked if there was any recourse on the sewer line in
Hillside Addition that was omitted by the developer in 1984. Don
Driver stated that he thought it had been to long ago but he would
investigate it further.
Motion by Pete Kirkpatrick to approve the above stated emergency
expenditures. Second by Robert Mundy and passed unanimously.
ITEM N0. 5 - Report from Vera Lane Sewer Committee.
The total project cost is 570,000. The committee voted to
recommend to the Council that the city pay the portion of the line
that lies outside the Vera Lane property. The sewer line would be
the city main and the city would have the option of getting
participation from Ralph Shelton and the group that is developing
Steeplechase Addition. Part of their participation will be giving
the easements for the sewer main. The city can purchase the pipe
for about 1/3 to 1/2 the price that a contractor would charge. The
city's cost is 528,447.50. The homeowners portion is 541,915. The
city's portion of 528,447.50, plus engineering and contingency
(10% ) cost equals a total of 546, 051. 50 cost for the city, with
hope that it would not be over 540,000. The homeowner would pay
517.47 per month (excluding interest) on their sewer bill based on
20 lots, ten years.
Larry Ledbetter, 1205 Vera Lane requested that the drainage problem
be corrected at the same time the sewer line is installed as
originally planned. Although he did not have septic tank problems
he had no objections to the sewer line. Mr. Ledbetter was also
representing three other property owners on the east side of the
street.

Eddie Cheatham agreed that now is the best time to address the
drainage but didn't have the cost of the project.
Ira Williams 1202 Vera Lane objected to having to pay for the sewer
line and complained about the drainage problems on Peggy Lane.
It was the consensus of the Council to consider correcting the
drainage problem along with the sewer project.
ITEM NO. 6 - Approval of Expenditure of S5, 200 for CDBG Project.
Joey Highfill and the engineers verified the measurements and work
done on the CDBG project. The additional cost was required to
extend the new water line approximately 290 feet and close the loop
to the line on Broadway. An error on the water map caused an
initial under estimate.
Motion by Pete Kirkpatrick, second by Robert Mundy to approve
payment to Fox Contractors, Inc., in the amount of $5,200.
Kirkpatrick, Mundy, Boone and Kovach voted aye. Wright voted nay.
Motion carried.
ITEM NO. 7 - Approval of Resolution Regarding Mansfield Highway
Project.
The Planning and Zoning Commission forwarded a recommendation for
Council to support the use of grass medians with trees for the
reconstruction of Mansfield Highway northwest of Village Creek to
Loop 820. State funds are available for planting trees. The city
would have to maintain the trees.
Robert Mundy moved to table this item until Council has a copy of
the resolution and a rough estimate of the additional cost for
maintaining it. Second by Mark Wright. Mundy, Wright, Kirkpatrick
and Boone voted aye. 1{ovach voted nay. Motion carried.

ITEM NO. 8 - Appointment of Members to BOA and P&Z.
Motion was made by Ron Kovach, second by Pete Kirkpatrick to
appoint John Berry, Danny Greenfield and Steve Hayes as regular
members and Ray Boenig and Elmer Mosley as alternate members of the
B.O.A. Regular members of the Planning and Zoning Commission
appointed are Janna Brimer, Glynn Cavasos, Bill Cromer and Charles
Gray. Motion carried unanimously.
ITEM KO. 9 - General Discussion.
Mayor Bill Abbott thanked the city staff for a job well-done
regarding the participation in the Chamber of Commerce Trade
Day/Job Fair.
ITEM NO. 12 - Consideration of Request for Water and Sewer
Service Outside City Limits, Mr. Paul McLemore.

requested water and sewer service at 405 South

lot that is outside city limits. His previous
as destroyed by fire. Mr. McLemore could not
home in the city limits because it did not meet
Attorney Don Driver stated that the city could discontinue service
to Mr. McLemore if he did not comply with the agreement to bring
the home up to city codes and annex his remaining property within
the specified time period.
Robert Mundy moved to grant water to Mr. McLemore at OCL rates for
a period of 18 months, direct the water department to terminate the
water and sewer service at the end of the 18 months if the property
is not inside the city limits. Second by Mark Wright. Robert
Mundy moved to amend his motion to include that the agreement only
apply to Mr. McLemore and not to anyone else that may purchase the
property, second by Mark Wright. The amendment carried

unanimously. The motion carried unanimously.
Mayor Abbott adjourned into executive session at 9:05 PM.

Mr. Ralph Shelton and Mr. Mathew Wortham were present. Mr. Shelton
advised council that the plat.. submitted was almost identical to the
plat previously approved by council. The only difference was the
street was moved over 43' east to save seven pecan trees. Also
advised that lots had already been sold that did not include
sidewalks.
Motion made by Mark Wright. seconded by Tom Boone to accept the
plat vacation and new plat on Steeplechase Section Two as
presented. Motion carried.

Mr. Rawe advised Council that we were waiting for engineers to
finish plan to show council.

Mayor Bill Abbott called the meeting to order at 7:05 PM.
Members present were Mayor Abbott, Mark Wright, Robert Mundy, Pete
Kirkpatrick, Tom Boone and Ron Kovach.

ITEM NO,_ 1 - Review Contract on 800 Mhz Radio System.
Richard Singleton of Motorola and Jahn Long and Jay Marshall from
the City of Fort Worth discussed the proposed contract for the ~'0G~
Mhz Radice System.
ITEM NO. ~ - Discussion of 199?-99 Budget.
Ted Rowe distributed a survey to help Council set goals for the
budget. He also gave Council copies of estimated year end budget
figures.
ITEM NO. 3 - General Discussion.
David Geeslin stated that Parker County dropped all charges and the

Staff in attendance was Ted Rowe.
ITEM __NO.__1 - Budget Work Session
Ted Rowe introduced Natalie Flores-Kelly, Gity Manager of Mineral
Wells. She presented information to help council establish
priorities, set goals and objectives for the City.
Council reviewed the results of the survey regarding the goals.
Robert Mundy made a motion to adjourn at 9:41 PM. Second by kon
Kovach and approval was unanimous.

1TEM NO. 1 - Request for Water Service Outside City Limits,
Requested by Mae Simpson.
Ted Rowe distributed a proposed policy statement far water service
outside city limits as requested by Council. The policy statement
was not a part of the agenda and could not be acted upon.
A letter to Mae Simpson dated August 6. 1992 informed her that she
would be paying outside city rates which she had not done ir, the
past. Mae Simpson was not interested in bringing the mobile homes
up to City Cade ar anne:~ing her remaining property into the city per
Ted Rowe. That was her initial response however it is still under
consideration. Mrs. Simpson has not received a water bil.1 with the
QCL charges as referred to in the August 6th letter.
