Mayor Steve Radakovich called the meeting to order at 5:40 PM.
Members present were Mayor Radakovich, Mark Wright, Robert Mundy.
T"om E3oone and Ron Kovach. Pete Kirkpatrick was absent.
Staff in attendance was Ted Rowe.
ITEM NO. 1 - Approval of Tax Abatement Agreement with Authentic
Press Incorporated.
Ted Rowe recommended that the agreement be amended to state
$850, 000 instead of the 51, 000, 000 due to the loss of value far the
trade-in of the old equipment. If Authentic Press failed to meet
the million dollars at the end of three years, they would have to
pay back the abated taxes. The 5850,000 is a good faith estimate.
There are 15 full-time and 4 part-time employees as of this date.
Mr. Bill Millhouser agreed to change the number of employees to be
retained from 10 persons to 15 persons in the agreement.
Ron Kovach stated that the word "long" needed to be changed to
"longer" in paragraph 6 on page 3.
Mark Wright made a motion to approve the tax abatement agreement
with the three amendments stated above. Second by Rabert Mundy and
passed unanimously.

ITEM NO. 5 _ Report from Vera Lane Committee and Approval to
Begin Engineering plan Including Budget Amendment.
Mr. Eddie Cheatham presented a praposal for engineering services
regarding the sewer system for Murray Hill Addition. The proposal
included the following questions to be resolved prior to proceeding
with the project:
t1> On which side of Vera Lane should the sewer line be located?
(2) Will a parallel line be required or can one line along the
street sewer all the lots?
(3) What is the best route to follow with the outfall line thru
Steeplechase addition?
t4) Is there another passible way to sewer this development?
t5) Would it be best to open c ut, or bore the road for the
services, if one line will work?
t6) What is the estimated cost of the most cost effective and
efficient alternative?
The fee far the field work and analysis in the proposal was 52,920.
Ted Rowe stated that a budget amendment was not necessary.
Ron Kovach moved to accept Cheatham's offer for the contract for
52,920 and perform the Vera Lane Study. Second by Tom Boone and
passed unanimously.
ITEM HO. 6 - Approval of Contract with Governmental Services
Agency to Rewrite Zoning and Sub-Division Ordinances.
Motion by Ron Kovach to award the contract in the amount of 54,995
to Governmental Services Agency, Inc. pending rewrite of the
contract and approval by the city attorney. Second by Mark
Wright. Kovach, Wright and Boone voted aye. Mundy voted nay.
Motion carried.

There was no general discussion.
Motion by Robert Mundy to enter into closed session at 7:30 PM.,
second by Ran Kovach. Motion carried unanimously.

Mark Wright made a motion to reconvene into open session at 7:47
PM. Second by Ron Kovach and carried unanimously.
ITEM N0. 4 - Action on Executive Session if Necessary.
No action was taken on the closed session.
Motion to adjourn at 7:50 PM was made by Ron Kovach, second by
Robert Mundy. The motion carried without opposition.
