02/13/1992, Public Hearing Meeting MinutesPage 1867 MINUTES OF kENNEDALE CITY COUNCIL PUBLIC HEARING - FEBRUARY 13, 1992 COMMUNITY CENTER Mayor Steve Radakovich called the public hearing to order at. 7:38 PM. Members present were Mayor Radakovich, Mark Wright, Rabert Mundy, Pete Kirkpatrick, 1'om Boone and Ran Kovach. Staff in attendance were Ted Rowe, Linda Gress, Vicki Thompson and Attorney, Don Driver. PUBLIC HEARING N0. 1 - To receive citizens comments regarding Community Development Block Grant (GDBG) Project Selection for the i8th Year 1992. Ted Rowe distributed questionnaires to the citizens in attendance to write in their preference on the CDBG project for the eighteenth year (1992). Mr. Rowe stated that the CDBG project was limited to street, drainage, water or sewer improvements, senior citizen centerslcommunity centers, house repairs and parks within the approved target area far the benefit of low to moderate income neighborhoods. The only projects that could qualify according to county requirements would be water, sewer and street projects. The estimated GDBG program funds available is 560,000 to 580,000. Ted Rowe gave a brief report on previous years projects and cost. Mr. Rowe recommended reconstruction of Harrison Drive, approximately 1000 feet of pavement, casting from 580,000 to 5100,000. There are ways to bid the project to eliminate the Page 1868 requirement for the city to put funds with the CDBG funds, in another words it can be broken up into sections. Hopefully we would be getting a bid that would be low enough that we could do the whole street to the end of the pavement. Ka other citizens commented on the program. ~'UBLIC NEARING _NO. 2 - To receive citizens comments regarding a request for Reinvestment Zone, 400 Block of Bolen Road, by Mr. Bill Millhouser. Mr. Bill Millhouser requested Lots lA, iB and 1C, Block ?, A & A Addition to be designated as a reinvestment zone so that he may apply for a tax abatement. Mr. Millhouser is planning to invest an extreme amount of money in equipment ranging from 5500,000 to 51.5 million. Jack's Bindery (local business) is one of their suppliers, they also support local baseball teams and at various times have employed Kennedale ISD students through school programs. Mayor Radakovich stated that Mr. Millhouser is in the process of running sewer lines to that area and is sharing in the largest portion of the expense. This will also make other properties sewer arcessible for future growth. Mr. Millhouser stated that State Representative Kim Brimer is close to obtaining exits from Interstate I-20 to the Bowman Springs Road area. Ron Kovach asked what Millhouser's plan was for capital expansion ne:~t year dollar wise. Millhouser replied some where from 51 :pillion tc+ 51.5 million in equipment. At this time, it is difficult to say what they will need as far as expansion for a building. Mr•. Millhouser was contemplating a seven year abatement period and possibly percentages of the various tax break up to 100%. Page 1869 Mayor Radakovich stated that the property tax abatement agreement had nothing to do with sales taxes, so if Mr. Millhouser purchased a million dollar press the city would receive 515,000 in sales tax The corporation has been in business 24 years and Millhouser purchased it 16 years ago. The commercial printing consists of multi-color high quality printing of brochures and ad agency materials. The current employment is nine people. After acquisition of the new press they are contemplating two new people on second shift and four new people on the first shift. The overall life of the press, if maintained, would be approximately 20 years. IRS allows seven years depreciation. A paper supplier warehouse might possibly be attracted to this area due to its location on I-20. Also, a maintenance company that has worked for Authentic Press for 11 years has been looking at Mr. George Case's property on Balers Road. Ho other citizens commented on the public hearing.
