Broadway St. Mee Ling was galled to order by Mayor Abbott aL 7:12 p.m. Council members pt•eserit were Mayor Abbott, Ron Kovach, Tom Boone, Pete Kirkpatrick, Robert Mundy, and Mark Wright. Planning and Zoning Commission membet•s present were Gregg Bennett, David Conroy, Cliff Hallmark, Bill Cromer, Charles Gray and Janna Brinier, who arrived at 7:24 p.m. Kirk Franklin, legal counsel for GSA was present along with the following staff members: Ted Rowe, Vicki Thompson, Michael Box and Joey Highfill. The following citizen comments were made: James Strowd - 121 Industrial Court, voiced concerns about his property on Industrial Court. Margie Lowery - 301 W. Broadway, expressed concerns about multi- family zoning in "old gown", then conceded her tlme to Sue Hair. Sue Hair - 320 W. 5th, spokesperson for "old 'town", expressed their concerns over multi-family zoning in "old town". Sue cited that "old town" currently has more multi-family units pex• capita than any other section of Kennedale. Ms. Hair addressed what she considered a lack of communication to tYie citizens concerriirig the zoning re-write. Mayor Abbott suggested that Ms. Hair meet with city staff to discuss any confusion and clear up misunderstandings on the re-zoning and "intent of wording" concerning definitions. Mary Salinas - 405 Bowman Springs, addressed concerns about "old town" and cautioned council to maintain the integrity of "old town", keeping in mind the street conditions and drainage problems would not withstand added high density traffic. Ken Elmore - 329 W. 5th, had questions concerning "old town" and he thought in 1985 that there would be no more multi-family in "old town" . Jimmy Combs - 711 Magnolia, questioned council concerning his lot acid commercial use. Page 2025 C.D. Fincher - 332.. North New liu~e, requested zoning for• his property to remain the .same . •, _ , ; James Kite - 402 S. New Hope, requested his property Lo remain the same. Mr. Kite asked courwil to reconsider actions that might unrrtentiorrally devalue property. Ralph Shelton - 513 Coker Valley, asked council to reconsider lot; :sizes for cul~de-sacs, rura;s,or~ry re+~uirenrent,s.;andbui.l~irrg, s.e.t-hacks. ;,, Steve Radokovich - 733 E. Mansfield Highway, read excerpts front news articles published in the FORT WORTH STAR TELEGRAM and presented a copy to , Mayior. Abbott : ~ : ; l~adc~kovich~ also., encouraged council to support the original concept of "old town". Reference was also made to the number of empty retail buildings orr Mansfield Highway. Albert Sato - 217 Village, inquired about, the 25 acres across from his property that resides in the county. Mayor Abbott advised that if itie property were annexed :into the City, it would lbe_R-1. Elaine Fountain -business address 361 Valley Lane. Msl Fourr~tFan's property lies in a flood way and she presented documentation to Mayor Abbott with information orr possible usage of flood ways. Charles Knotts - 813 E. Staff is to make recomurendations to council. Joyce Kite - 402 South New Hope, voiced concerns over _~commuxiic;atioars to citizens on th:e. rfe-zoning and. encouraged council to leave zoning as is ..and.. not to restrict .property owners. To allow freedom to property owners and make their property attractive to prospective buyer•s_,, .... ,. General discussion on suggestions for increased communications to citizens. A continuation of this meeting was scheduled for August 26, 1993, to present ~otlirlg ordinance with cYlanges to satisfy wording for "old town" and include recommended technical changes.
