REGULAR MEETING - JANUARY 14, 1993

Mayor Bill Abbott called the meeting to order at 7:32 PM.
Members present were Mayor Abbott, Mark Wright, Robert Mundy, Tom
Boone and Ron Kovach. Pete Kirkpatrick was absent.
Staff in attendance were Ted Rowe, Linda Gress, Vicki Thompson,
Linda Royster, Joey Highfill, David Geeslin, Jerry Kirkpatrick,
John LaPorte, Jerry Trammell, Mike Shelley, and Don Driver, City
A't'torney.
ITEM NO. 1 - Briefing by Tarrant County on Potential Conununity
Development Block Grant (CDBG) Pr•ogr•a.rus .
The Mayor informed everyone that the county representative was not
able to attend. Ted Rowe distributed maps of the Larget areas and
questionnaires that would be answered during the scheduled public;
hearing on February 11, 1993. Ted Rowe explained that, Tarrant
County held a workshop in September 1992 and council was Supplied
the workbook materials from -that workshop. Trre CDBG funds come
from the Depa,rtrnent of Housing & Urban Development. The Mayor's
Council and County Cornurlssloners decide which projects to
participate in. Cities cannot exceed 20% percent of the total
money the county receives for adruinstraton, they are presently at
15% percent without doing the high cost items. If one city in the
county wanted to do a high cost project, they could Lake money from
the other cities. The city c:an do such things as removal of
architectural barriers and code enforcement to bring the housing
units up to code. Some housing rehabilitation is done by the
county before the funds are allocated to the cities. The c;i-ties
can select houses they wish to upgrade, not to exceed $10,000 per
house. At the present time, a house on Shady Oaks is being
rehabilitated. If the average ceiling height is not In the eight
foot category the house doesn't qualify. There are several houses
in this area with seven foot ceilings. Public Works is a ma,jur
area where funds are expended, such as streets, sidewalks and
senior centers. Parks were taken off the list for a few ,years due
to problems with c;vrrtraetors orr park projects. They had to change
the way there were being rnoni toned. They are now ready to take
park projects back on. Kennedale has received over $1.4 million
for past CDBG projects. Drainage improvements refers to curb and
gutter in residential areas. Flood control is another area where
some cities are spending nwney although this is usually on an
emergency basis.

Tarrant County does Trot participate in projects such as economic
development, public services, acquisition clearance relocation due
to the high cost of mor-itorirrg and lack of personnel.
Kennedale can finish the reconstruction on Harrison Drive and
Butterfly Lane as suggested by city engineers for the 199 3 project.
An additional $10,000 in CDBG funds may be available to the city.
If there is an excess of funds after the initial project, it may be
possible to install sidewalks around the school area. Sidewalks
cost about $1. 25 square foot, four foot wide and five inc hes thick.
The City received $72,000 for the 1992 CDBG project. After the
minutes of the December 10, 1992 Council meeting are approved and
furnished to the county, the county will award the c;ontrac;t for the
Harrison Drive project and in turn furnish the city with a start
date.

Joey Highfill stated that references had been checked and
everything was in order. Joey Highfill r•ecommerrded that low bid,
Speed-Fab Crete. The bids were expected to be $90,000 to $95,000.
The reasons the bids were more than expected was because
approxii~iately four foot (4' } of fill material has to be removed and
replaced with suitable fill then compacted into place so that the
foundation will be adequate for tY're building. A soils test had
revealed this problen-.

The shingle root requires more insulation and the cost saving by
using a shingle roar does not include increased insulation. Speed
Fab-GreLe can start next week and will have a 90 day completion
dale, plus rain days.
Jerry Kir•kpatr•ick said that a sire alarm system was as important as
a, security system.
The building will house equipment Lhat is vital to the city such as
