KENNEDALE CITY COUNCIL
SPECIAL MEETING - SEPTEMBER 13, 1994

7:00 PM.
Mayor Abbott called the meeting to order at 7:05 p.m.
Members present were Mayor Abbott, Councilman Wright, Mundy,
Kirkpatrick, Boone and Kovach.
Members present were Ted Rowe, Kathy Turner, and Vicki Thompson.
ITEM NO. 1 - Budget Workshop.
Ms. Elaine Fountain, a resident of Kennedale, briefed Council on the
Village Creek Project Proposal for the Trinity River Feasibility Study
which addresses water quality, flood hazard, recreation, wetlands,
wildlife refuges and historical/archeological preservation. In short,
Ms. Fountain requested a table commitment from Council to match the
funds (50 percent) in order to begin this project. Ms. Fountain stated
the total costs of these funds could be shared between the City of
Arlington and Kennedale, Tarrant County and the Tarrant County Water
Control and Improvement District #1. In closing, council watched a
video regarding flood control.
Mayor Abbott directed staff to prepare an ordinance for the October
meeting with an actual dollar amount in it.
Mr. Rowe informed Council that the current budget contains comp time
pay-off for all departments except the street department.
Mayor Abbott stated in talking with Mr. Box, he is requesting that the
comp time be cut in half by working the weekend crew every other weekend
which would diminish the over time and comp time. Mr. Rowe stated that
if we cut the over time down to $4,000.00 then there would be no funds
to pay-off the additional comp time already on the books.
Mayor Abbott recommended that the Mayor's fund be reduced to $1,500.00.
In addition, Council looked at options of reducing the four percent pay
raise to three percent, cutting the two additional employees and putting
emphasis on the Court of Record.
It was the consensus of Councilman Kirkpatrick, Boone and Mundy to fund
one video camera, eliminate the secretarial job from Code Enforcement
Department, cut overtime by $4,000.00 and work every other weekened with
work release crew instead of every weekend, cut $700.00 from the Mayor's
budget, go with bi-weekly payroll, fund an additional dispatcher, give
employees a three percent straight across the board raise and go with a
tax rate of .562514. Councilman Kovach and Wright agreed with the above
notations except they wanted to proceed with the rollback rate.
Council directed Ms. Thompson to prepare the budget with the .562514
rate for the September 14, 1994 meeting.

Councilman Kovach requested that council be presented with the
guidelines of going with Court of Record. Mr. Rowe advised that legal
counsel will brief council on the status of going with Court of Record
at the September 14, 1994 meeting.
Ms. Thompson presented Council with information regarding different
types of bond issues.
There being no further discussion, Mayor Abbott adjourned the meeting at
9:50 p.m.
