09/08/1994, Public Hearing Meeting Minutes2113 MINUTES OF KENNEDALE CITY COUNCIL PUBLIC HEARING - SEPTEMBER 8, 1994 100 E. BROADWAY STREET - COMMUNITY CENTER 7:30 P.M. Mayor Abbott called the meeting to order at 7:34 p.m. Members present Mayor Abbott, Councilmen Wright, Mundy, Kirkpatrick and Boone. Councilman Kovach was absent. Staff present were Ted Rowe and Vicki Thompson. Councilman Mundy presented the invocation prior to the meeting. Public Searing No. 1 - To receive citizens comments regarding a proposed zoning change from "PD" Planned Development to "AG" Agriculture, as well as, a request to replat 7.02 acres from 13 lots to one lot being Lot 1R, Block 1, Swiney Estates, requested by Mr. Fred I. Smith. Mr. Fred I. Smith was present and stated he was for the zoning change and replat. There being no further comments Mayor Abbott adjourned public hearing number one.. Public Searing No. 2 - To receive citizens comments regarding a proposed zoning change from "AG" Agriculture District to "R-1" Single Family Residential District, requested by Mr. Frank C de Baca. Mr. C de Baca, who resides at 209 Oak Ridge Trail, stated he purchased this land and is requested rezoning for residential development. He feels that this will be an asset to the Shady Creek East Subdivision. Mr. Gary Cooper, who resides at 211 Oak Ridge Trail, stated that this tract will adjoin Shady Creek East. Mr. Cooper feels that this is an important issue because it will give them access to developing the road entrance into the Shady Creek East Addition in the proximity where the city requested the entrance. In addition, this zoning request fits the city's master plan and feels it will be an asset for the city and speaks in favor of the change. There being no further comments Mayor Abbott adjourned public hearing number two. Public Searing No. 3 - To receive citizens comments regarding the proposed budget for the Fiscal Year 1994-95. Mr. Robert Williams, who resides at 1008 Oak Ridge Court, reviewed prior history tax rates since 1986 and stated every year the city has increased its taxes. Mr. Williams iterated that within the last eight years the city has increased it taxes by 79 percent. Mr. Williams also said that he did not feel that the budget came to exact figures of one cent under the rollback rate. Secondary he pointed out the large appraisal increases and stated when you add the tax increase to it, this actually means a 16 percent increase to him overall. In looking over the budget, Mr. Williams questioned the two video cam recorders for the patrol cars, personal computers for the police department, and the washer and dryer purchases for the fire department. Overall, Mr. 2114 Williams feels that the city can make some cuts in some areas to improve the budget and help keep costs down. Mayor Abbott asked Mr. Williams if he understood the effective tax rate calculation and informed Mr. Williams that as of January 1 1994, the city will no longer receive sales tax on manufactured equipment. Ms. Mae Simpson suggested bringing someone into the city that knew how to operate a business and then maybe the city could get things settled. Ms. Simpson stated that the city did not hold meetings for the citizens, and then questioned the Mayor if he had ever been in business for himself. Mayor Abbott informed Ms. Simpson that the meetings were open to the public and replied that he had not been in business for himself.
