KENNEDALE CITY COUNCIL
SPECIAL MEETING - AUGUST 31, 1994

6:30 PM.
Mayor Abbott called the meeting to order at 6:47 p.m.
Members present were Mayor Abbott, Councilmen Wright, Mundy,
Kirkpatrick, Boone and Kovach.
Staff present were Ted Rowe, Kathy Turner and Vicki Thompson.
ITEM NO. 1 - Budget Workshop.
Members of Friends of the Library in Kennedale (FOLK) made a formal
presentation to the Council and gave each Councilmember a printed copy
of the presented material. Areas discussed included a history of FOLK
activities and the library, a review of monetary and volunteer support,
library utilization, support from the City, and the Summer Reading
Program. Cheryl Abbott, President of FOLK, announced that the Library
had achieved State accreditation effective September 1, 1994, which will
bring a $3,611 award from the State for the first year. FOLK also
presented a commitment to continue their efforts and documentation
supporting an increase in City funding to $12,009 for fiscal year
1994/95.
There being no further discussion, Mayor Abbott recessed the workshop
and moved the meeting to the community center at 7:45 p.m.
Mayor Abbott reconvened the workshop at 8:05 p.m.
Ms. Vicki Thompson, Director of Finance briefed council on the updates
that took place since the last workshop in the revenues and capital
expenditures.
Mr. Marty Norrell, President of Kennedale Youth Association (KYA)
presented council with his proposed budget requests. Mr. Norrell
requested improvements to the ball fields, additional parking spaces,
striping the parking lot by the first field, permanent rest rooms,
adding an awning by the concession stands and concrete picnic tables.
In addition, Mr. Norrell replied that Coca-Cola has agreed to install
three score boards which will require a signed contract by the KYA for
five years.
Mayor Abbott replied that KYA should start thinking about the other
parking lot at the city park and the walk-way that the city provided to
the ball fields. He said this would alleviate some parking problems in
the future.
Mayor Abbott moved on to review the Senior Citizen and Community Center
budgets. No noted changes were mentioned in those two budgets.
It was the consensus of the city council to include the additional money
request in the library budget.
Council then discussed the capital reserve items included, items not
included in general fund or capital fund, and general fund items
included by department.

There being no further discussion Mayor Abbott adjourned the meeting at
10:05 p.m.
