MINUTES OF
KENNEDALE CITY COUNCIL
SPECIAL MEETING - AUGUST 30, 1994
100 E. BROADWAY ST. - COMMUNITY CENTER
6:30 PM.
Mayor Abbott called the meeting to order at 6:45 p.m.
Members present were Mayor Abbott, Councilmen Wright, Mundy, Kirkpatrick
Boone and Kovach.
Staff present were Ted Rowe, Vicki Thompson, David Arnold and Pat
McCarroll.
ITEM NO. 1 - Budget Workshop.
Council discussed the general fund reserves and the capital reserve fund
and the noted changes to each.
Councilman Kovach recommended Council use the rollback rate to generate
general fund revenues, which in turn, would create a budget shortfall
and therefore, Council would need to consent to use the excess reserves
to fund items that were prioritized.
Council then discussed the Fire Department's funded/unfunded budget item
requests as well as items that were moved to capital items.
Next, Chief Arnold discussed the need for an additional fire engine due
to the age of Engine #3 and also informed council that he would address
council within the next three years for a Quint Fire Truck. Council
reviewed the leasing options of adding an additional fire engine and the
purchase of a Quint Fire Truck in the upcoming years as well as, the
impact of the payment for the two trucks. In addition, council reviewed
Chief Arnold's request and justifications in detail.
In closing, Councilman Mundy questioned Chief Arnold about personnel
within the next two to three years. Chief Arnold stated he would like
to get to the point where he would have four paid personnel per shift at
all times and also stated he did not foresee any capital needs at this
time.
Mr. Pat McCarroll, briefed council on the ambulance fund and the need
for a part-time secretary for billing and collection purposes. This
person would not only work as an assistant to ambulance billing but also
be a person that would be able to make contact with citizens to explain
the insurance coverage which would hopefully generate more revenue. In
addition, this person would be able to assist on the ambulance as an EMT
when required.
Councilman Mundy requested that the proposed ordinance for ambulance
collections be placed on the upcoming council agenda.
Councilman Mundy questioned Mr. McCarroll for any capital expenditures
for the 95/96 budget year. Mr. McCarroll replied that he could not
answer this question at this time and it also depended on his grant
application he applied for.

In closing of the ambulance budget a fund raiser was discussed to inform
citizens how the city's ambulance department is operated by volunteers
and how the citizens money supports a 24-hour paid paramedic.
ITEM NO. 2 - General Discussion.
It was the consensus of the City Council that the Library and KYA
budgets would be discussed at the August 31st meeting and the Water
Administration and Water Operations would be discussed on September 6,
1994.
There being no further discussion Mayor Abbott adjourned the meeting at
10:05 p.m.
