08/25/1994, Special Meeting MinutesMINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING - AUGUST 25, 1994 100 E. BROADWAY ST. - COMMUNITY CENTER 6:45 P.M. Mayor Abbott called the meeting to order at 6:45 p.m. 2105 Members present were Mayor Abbott, Councilman Wright, Mundy, Kirkpatrick and Boone. Councilman Kovach was absent. Staff present were Ted Rowe, Kathy Turner, Vicki Thompson, Michael Box and Mort Wetterling. ITEM NO. 1 - Budget Workshop. Mr. Mort Wetterling, Assistant to the Director of Development and Enforcement briefed council on his job duties since he has come to office and the need for a secretary in the Permits/Code Enforcement Department to free his time in order to pursue code enforcement activities. Mr. Michael Box, Director of Development and Enforcement briefed council on funded/unfunded priorities of the Street Department, and answered questions. ITEM NO. 2 - General Discussion. It was the consensus of the council to review the fire and ambulance budget on Tuesday, August 30, 1994, and to discuss the Library, and KYA on Wednesday, August 31, 1994. Mayor Abbott reminded council about the bar-b-que that would be held at the city park on August 27 and 27th. ITEM NO. 3 - Vote to place proposal for tax rate increase above the Notice and Hearing Limit. Council reviewed various options of proposed rates that would be published and the increase that it would impact on a $60,000 house. Mayor Abbott requested that staff go back and see what adjustments can be made in capital expenditures, what effect it will have on the budget that is currently funded, and taking the unfunded portion of capital expenditures back to this surplus of the general fund. Councilman Kirkpatrick moved to set the notice and hearing rate at $0.600000 per $100.00 dollars value, seconded by Councilman Wright. All voted in favor with no opposition.
