KENNEDALE CITY COUNCIL
PUBLIC HEARING - AUGUST 11, 1994

7:30 PM.
Mayor Abbott called the public hearing to order at 7:32 p.m.
Members present were Mayor Abbott, Mark Wright, Robert Mundy, Pete
Kirkpatrick, and Tom Boone. Councilman Kovach was absent.
Staff present were Ted Rowe, Kathy Turner, Linda Royster, Michael Box,
Joey Highfill, and legal counsel, Wayne K. Olson.
Public Hearing No. 1 - To receive citizens comments regarding a proposed
change to the zoning classification. The proposed change is for a
Planned Development District which would allow dismantling and storage
of inoperable vehicles, requested by Mr. Gary Mitchell and Mr. Danny
Crow.
Mr. Elmer Moseley, 1208 Vera Lane stated he was opposed to the storage
of inoperable vehicles, and that if the disassembling occurs entirely
inside a building then he had no opposition to that. Mr. Moseley stated
he was opposed to storage of vehicles out in open for the public to
view.
Mayor Abbott informed Mr. Moseley that the storage was inside the
building.
Ms. Fern McKinley, 720 W. Mansfield Highway, whose property abuts Mr.
Mitchell's stated that the rear lot had high weeds and grass as tall as
her and was covered with debris already. Ms. McKinley stated there was
also a lot of vulgar language that comes from that business and she
would like to see the place cleaned up.
Mr. Gary Mitchell, Vice President of A & A Addition stated he was
requesting inside dismounting and inside storage. The only storage
would be parts and they would be kept inside and that the hulls are
hauled off. Mr. Mitchell said the back of the lot was his and it was a
problem and that he would clear the lot within 10 days.
Councilman Mundy questioned Mr. Mitchell about the damage done during
the recent storm and clarified that the repairs made would be only to
the existing building. Mr. Mitchell replied that it would be a
modernization but to the existing concrete foundation only.
There being no furth~r questions or comments, Mayor Abbott adjourned
public hearing number one at 7:38 p.m.
Public Hearing No. 2 - To receive citizens comments regarding a proposed
zoning change from "PD" Planned Development and "R-1" Single Family
Residential District to "I" Industrial District, requested by FWT, Inc.
Mr. Wayne Winters, 215 S. Village Street, representing FWT, Inc.,
briefed council on the history of FWT, Inc., and the prior zoning of the
property before the city enacted the "PD" Planned Development District.

Then Mr. Winters explained FWT, Inc., reasons for the zoning change
request and the benefits of "I" Industrial as opposed to "PD" Planned
Development District.
In addition, Mr. Winters requested council approve the zoning change as
originally submitted "I" Industrial zoning for the entire property and
with the noted recommendation from the Planning and Zoning Commission to
add a 200 foot buffer of "C2" General Commercial District to the
property fronting Highway 287 and Interstate Highway 20.
Next, Mr. Winters reminded Council that the frontage of the property is
within the Business 287 Overlay District which is noted on the map. And
since the original submission of the zoning change the Texas Highway
Department has taken approximately eight or nine feet for additional
right-of-way which will leave a 192 foot of platted "C2" General
Commercial lot, which, in turn, is still 200 foot if measured from the
original right-of-way line of Highway 287.
In closing Mr. Winters advised that FWT, Inc., has received a permit to
pour approaches along the access road of Interstate I-20.
There being no further comments, Mayor Abbott adjourned the second
public hearing at 8:50 p.m.
