ADJOURNMENT Page 1 of 1 Dote: October 28, 2008 Agenda Item Noy I -a Lance Crosswhite (Applicant) will make a presentation of his company's history and operations in addition to redevelopment plans for this project. Kennedale's former city hall has been vacant since the new City Hall opened in 2000. It was on the market for about two years before Mr. Crosswhite's purchase. Other potential purchasers opted not to buy the building because remodeling is not financially feasible and reconstruction was too costly. Staff's opinion of the existing condition of the main building is that it is in very poor condition, requires asbestos remediation, and major remodeling /reconstruction. (See attached photos.) Exterior walls, roofs, interior walls, ceilings, and plumbing are either damaged or seriously outmoded. The choice was to spend many thousands of dollars on a renovation project or scrape the site and build a new facility specifically designed to accommodate Mr. Crosswhite's business. Mr. Crosswhite's intention is to tear down the existing main building and construct a new company headquarters and administrative office for Mr. Crosswhite's company, 21s' Century Direct. This company will relocate these offices from Arlington to Kennedale. His redevelopment plans call for a new 2,250 sf building with 2,820 sf of landscaping, 4 new frontage trees, 8,210 sf of concrete, 7 parking spots, 1 handicap. The existing storage building will stay. The new building will be masonry, rock & brick with rock articulations. After consulting with staff, Mr. Crosswhite requests a grant reimbursement of 20% up to a cap of $32,000. Page 1 of 2 Benefits to o o le: Mr. Crosswhite plans to invest between $200,000 +1- to $237,000 in building his new office and in addition to its beautification value and creating new ltennedale jobs; adding this property to the tax rolls and increasing its appraisal will bring additional property tax revenue locally to the City and KISO school district. Also, because this new facility is adjacent to the new Chamber of Commerce office ® city visitors will be seeing new construction and investment being made in our community. i(if ° co ainerg dor Staff believes that this building is in such terrible condition that the highest and best option is to rebuild anew rather than remodel the old. Having a new office building on this site is an excellent use of this property and creates momentum for additional Kennedale development and investment. Staff recommends a maximum grant cap of up to $32,000,00 based on a 20% reimbursement ratio. OTHER: Subject to a mutually agreed upon performance agreement outlining Applicant's covenants as per his grant application packet including but not limited to: Demo of old building; construction of new office with noted landscaping; new parking; payment of all related construction costs; initially staffing office with at least 3 people and during the V year - hiring at least 2 additional workers for this location; maintaining this entire site in good condition at all times; and the continuous operation of this facility for at least Y' ears starting when the performance agreement is executed, new building is completed and Certificate of Occupancy is issued. The City of Kennedale can expect the following commercial revitalization project. The project will begin with the removal /abatement and disposal of asbestos from the main structure currently occupying the property. Then the removal /demolition and disposal of the building which is not an eye - appealing structure will proceed, thereby leaving the property with a clean site prepared for new construction. Once the site has been cleared and graded, the construction of a 2250 square foot Business office building will follow. The project will also consist of over 2800 square feet of new landscaping to include four new trees. In addition over 8200 square foot of new concrete will be poured providing adequate parking and access to a dumpster and public sidewalks. The building and lot will be constructed abiding by the City's newest building and landscaping ordinances. As for the economic benefit to the City of Kennedale; the most immediate impact this project will have is increased property values to this location and the surrounding areas. The new building is intended for administrative office space. Therefore the annual retail tax revenue for the city is unknown and expected to be minimal. Property tax revenue for the City is also currently unknown since the property has been previously tax exempt. There will be employment opportunities created after the project has been completed. Currently 21CDI has 17 employees of which 3 will be using this building and an expected 2 -4 new job openings will be available within the first year, once normal daily operations are underway. New Hope Road Kennedale, Texas 76060 REC Project No.: 08213 Dear Mr. Crosswhite: ResourceEnvironmental Consulting, Inc. (REC) is pleased to submit for your review the attached laboratory - report fed the -asbestos survey performed on July 14, 2008 at the referenced facility. The survey was performed by'Dyana M. Lee, a Texas Department of State Health Services (TDSHS) licensed Asbestos Consultant ( #10= 5341). The satpple.; llection procedures, analytical methods, laboratory results, and survey conclusions are presented below. The former city hall building at 209 N. New Hope Road in Kennedale, Texas was surveyed to determine the presence and location of asbestos- containing materials. The building is a single- story, L -shape and comprises 4,670 square feet. The date of construction is unknown_ The samples: collected were submitted to Steve Moody Micro Services, Inc. of Farmers Branch, Texas; a. TDSHS licensed Asbestos Laboratory ( #30 -0084) REC collected forty -five (45) samples of suspectasbestos- containing materials from the buildings. The samples were_ analyzed using Polarized Light Microscopy (PLM), in ctinjuriction with dispersion staining techniques as outlined in the Environmental Protection Agency (7EVA) Method (600/R- 93/116). L O 'R TS Bulls samples of materials that analytical test results indicate are 1% or greater of asbestos content are considered asbestos - containing materials and renovation and /or demolition of these materials is regulated by TDSHS regulations. REC .collected three samples of each type of material suspected of containing asbestos as required by TDSHS regulations. The asbestos survey ofthe building identified the following as asbestos- containing material: • The floor file and black mastic at the south end of the building totals approximately 1,768 W. This material is located under carpet on the lower part of the Lmshape of the building. ► The sheetrock wallboard is located behind wood paneling in two rooms at the south end of the building. There is approximately 724 square feet of wallboard behind the wood paneling. ► The window frame caulking is located between the aluminum frame on the windows and the brick on the exterior of the building. There are approximately 22 windows. ® A 10 business day written notification is required to be submitted to the TDSHS prior to abatement and demolition activities.
