08/22/1995, Special Meeting MinutesMINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING - AUGUST 22, 1995 100 E. BROADWAY ST - COMMUNITY CENTER 6:30 PM. Mayor Abbott called the meeting to order at 6:41 p.m. 2171 Members present were Mayor Abbott, Councilmen Wright, Mundy, Barrett, Boone and Kovach. Staff present were Ted Rowe, Kathy Turner, Vicki Thompson, Debbie Rich and David Geeslin. ITEM NO. 1 - Consideration of waiver for impact fees requested by Orval Hall Excavating Company. Councilman Barrett moved to approve the waiver of water and sewer impact fees for Orvall Hall Excavating Company for a nine month period beginning August 23, 1995 and ending May 23, 1996, which at that time the waiver will terminate. Motion was seconded by Councilman Mundy. Councilmen Barrett, Mundy, and Wright voted aye with Councilman Kovach and Boone opposing. Motion carried. ITEM NO. 2 - Award bid for the purchase of city fleet light vehicles. Councilman Wright moved to amend the vehicle replacement fund in the amount of $15,815 to purchase a Crown Victoria from Arendale Ford in the amount of $16,674, and to purchase a 1/2 Ton Pickup from Arendale Ford in the amount of $16,141 with the stipulation that the proceeds from the auctioned vehicles be replaced in the General Reserves. Seconded by Councilman Kovach. Councilmen Wright, Kovach, Mundy and Boone voted aye with Councilman Barrett abstaining. Motion carried. ITEM NO. 3 - General Discussion. There was no general discussion. ITEM NO. 4 - Budget Workshop. Dealing with the subject of Municipal Court, council reviewed the goals and objectives, as well as various aspects of the budget presented by Debbie Rich, Court Coordinator. Next topic discussed was the administration budget. Mr. Rowe presented Council with a budget message to coincide with the August 24th meeting and said it would be reviewed in more detail at that time. Final topic discussed was the Mayor/Council budget which showed no increases or decreases in expenditures. In closing, Vicki Thompson provided the council with the Library and Capital Reserve Worksheets for the August 24, 1995 meeting.
