2013_09.26 CC MinutesKENNEDALE CITY COUNCIL MINUTES SPECIAL MEETING - 6:30PM September 26, 2013 CITY HALL COUNCIL CHAMBERS, 405 MUNICIPAL DRIVE CALL TO ORDER Mayor Clark called the interview session of the meeting to order at 5:30PM. Interviews were held in the Conference Room in City Hall. II. APPLICANT INTERVIEWS A. At this time City Council will begin interviews for all board applicants. The following individuals were scheduled for interviews: Michael Chandler, Vickie Chandler. III. REGULAR ITEMS (6:OOPM) City Council moved to the Council Chambers. Mayor Clark opened this portion of the meeting at 6:OOPM, noting the following members present: Present: Frank Fernandez, Brian Johnson, Charles Overstreet Absent: Kelly Turner, Liz Carrington A. DISCUSS AND CONSIDER AN ORDINANCE OF THE CITY OF KENNEDALE, TEXAS ADOPTING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2013, AND ENDING SEPTEMBER 30,2014; AMENDING BUDGET FIGURES FOR THE PRIOR FISCAL YEAR BEGINNING OCTOBER 1, 2012, AND ENDING SEPTEMBER 30,2013; APPROPRIATING RESOURCES FOR EACH DEPARTMENT, PROJECT, OPERATION, ACTIVITY, PURCHASE, ACCOUNT AND OTHER EXPENDITURES; PROVIDING FOR EMERGENCY EXPENDITURES AND EXPENDITURES AS ALLOWED BY APPLICABLE STATE LAW; PROVIDING FOR THE FILING OF THE BUDGET AS REQUIRED BY STATE LAW; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE. Bob Hart noted that all necessary public hearings were held appropriately and that input was taken into account. Motion To approve Ordinance 532 officially adopting the Fiscal Year 2013 -2014 budget as presented . Action. Approve, Moved By Charles Overstreet, Seconded By Brian Johnson Motion Passed Unanimously (Overstreet, Johnson, Fernandez) B. DISCUSS AND CONSIDER AN ORDINANCE FIXING AND LEVYING MUNICIPAL AD VALOREM TAXES FOR THE CITY OF KENNEDALE, TEXAS, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2013 AND ENDING SEPTEMBER 30,2014; DIRECTING THE ASSESSMENT AND COLLECTION THEREOF; PROVIDING A SEVERABILITY CLAUSE; AND AN EFFECTIVE DATE CLAUSE. Bob Hart noted that all necessary public hearings were held appropriately and that input was taken r R ` �' into account. The proposed tax rate change would bring the city from $0.722500 to $0.747500. Motion To approve Ordinance 533, moving that the property tax rate be increased by the adoption of a tax rate of $0.747500, which is effectively a 2.33 percent increase in the tax rate. Action Approve, Moved By Charles Overstreet, Seconded By Brian Johnson Motion Passed Unanimously (Overstreet, Johnson, Fernandez) C. Discuss and consider approval for ratification of property tax increase in FY2013 -14 Adopted Budget. Bob Hart noted this this topic had also been covered in several prior meetings, including the day -long budget meeting. Mr. Hart re- presented information from these meetings, including a brief slide presentation. Motion Move that this budget will raise more revenue from property taxes than last year's budget by an amount of $196,906.00, which is a 4.94 percent increase from last year's budget. The property tax revenue to be raised from new property added to the tax roll this year is $108,211.00. At this time City Council will continue interviews for all board applicants. The following individuals were scheduled for interviews: Donald Rawe, Shirley Jackson, Michael Johnson, Pamela Breault, Brian Cassady, Jeff Madrid, Fred Winters, and Lana Sather. V.
