MINUTES OF
KENNEDALE CITY COUNCIL
SPECIAL MEETING - JANUARY 25, 1994
100 E. BROADWAY ST. - COMMUNITY CENTER
7:00 PM.
Mayor Abbott called the meeting to order at 7:05 p.m.
Members present were Mayor Abbott, Mark Wright, Robert Mundy, Pete
Kirkpatrick, Tom Boone and Ron Kovach.
Staff present were Ted Rowe and Michael Box.
Also present were KYA Board Members and State Representative Kim Brimer.
Mr. Norrell, President of KYA gave a brief overview of the association
and stated it is continuing to see growth.
Mayor Abbott questioned Mr. Norrell if there were any discrepancies in
the contract that should be addressed. Mr. Norrell replied that he
would like to see a two year contract instead of a one year contract.
Mayor Abbott suggested omitting the requirement requiring KYA to submit
the following items to the city: 1) sales tax exemption information, 2)
non profit organization paperwork, and 3) quarterly financial
statements. Mayor Abbott stated these responsibilities lie directly on
the KYA and have no affiliation with the city.
Mayor Abbott also advised that all contracts are receiving city attorney
review and new documents are being prepared. Mayor Abbott suggested
that three members from council and four members from the KYA board meet
once or twice before February 10th (next council meeting) to review the
contract.
Mr. Kim Brimer, neighbor of the surrounding park facilities voiced his
concerns over curfews, sanitation, safety and a long term plan for
future parks.
Mr. Wayne Winters, also a neighbor to the park remarked that the
facilities are not adequate for the number of children using them, and
cited the same problems still exist as the previous year.
In conclusion, Mayor Abbott expressed the need for a three year outlook
from KYA so the city can see what is ahead of them as far as anticipated
growth within the city limits.
Council members Kovach, Mundy and Wright will represent the city to
review the draft of the KYA contract. KYA Board Members will be Marty
Norrell, Jim Adair, Ron Nicholson and Jamey Reagan. Representing the
homeowners will be Sandy McCraw. The next meeting will be Thursday,
February 8, 1994 at 7:00 p.m. in the Community Center.

There being no further discussion Mayor Abbott adjourned the meeting at
8:50 p.m.
