KENNEDALE CITY COUNCIL
PUBLIC HEARINGS - SEPTEMBER 12, 1996

Mayor Mundy called the public hearings to order at 7:32 p.m.
Members present were Mayor Mundy, Councilmembers Wright, McCraw,
Barrett, Boone and Kovach.
Staff present were Ted Rowe, Kathy Turner, Vicki Thompson, Michael Box,
David Geeslin, and legal counsel, Wayne K. Olson.
Public Hearing No. 1 - To receive citizens comments regarding a proposed
zoning change from "R-1" Single Family Residential District to "C-2"
General Commercial District for Tract 31C, David Strickland Survey,
Abstract 1376 (Showtime Cabaret).
Mr. David Conroy, who resides at 814 Shady Creek, Kennedale, Texas, also
Chairman of the Kennedale Planning & Zoning Commission stated that the
recommended zoning is proper for this property and is line with the
zoning of the adjacent properties. Furthermore, he stated the planning
and zoning commission voted unanimously to forward this recommendation
for approval.
There being no further comments, Mayor Mundy closed public hearing
number one.
Public Hearing No. 2 - To receive citizens comments concerning a
proposed Ordinance to consider amending the Comprehensive Zoning
Ordinance No. 40 of the City of Kennedale, Texas, codified as Article VI
of Chapter 17 of the Kennedale City Code, to extend the boundaries of
the Business 287 Overlay District to include: Tract 31C, David
Strickland Survey, Abstract 1376 (Showtime Cabaret); Lots 1R1 and 2R1,
Block 1, Kennedale Business Park and Tract 3H, W.H. Hudson Survey,
Abstract 716 (Budget American); and Tract 32D, David Strickland Survey,
Abstract 1376.
Mr. David Conroy, who resides at 814 Shady Creek, Kennedale, Texas, also
Chairman of the Planning and Zoning Commission briefed council on the
provisions of the Business 287 Overlay District. In addition, he said
the referenced properties all front Business 287 and fall within the
overlay district and should be included in the requirements to enhance
the beautification process.
Councilmember Wright questioned the centerline location and inquired if
the distance would move when the widening of Business 287 occurred. Mr.
Rowe advised that if the center line changes then the district would
change as well with the measurement taken from the center line of the
right-of-way.
There being no further comments, Mayor Mundy closed public hearing
number two.
Public Hearing No. 3 - To receive citizens comments concerning a
proposed ordinance giving authority to the City Administrator to approve
amending plats and minor plats.
Mr. David Conroy, who resides at 814 Shady Creek, Kennedale, Texas, also
Chairman of the Planning and Zoning Commission stated that the

commission has been in favor of this ordinance for some time, and was
happy to see it come before the council for approval. Furthermore, Mr.
Conroy highlighted the requirements for amending/approving minor plats.
There being no further discussion, Mayor Mundy adjourned the public
hearings at 7:42 p.m.
