SPECIAL MEETING - AUGUST 27, 1996

Mayor Mundy called the meeting to order at 6:30 p.m.
Members present were Mayor Mundy, Councilmembers Wright, Barrett and
Boone. Councilmembers Kovach and McCraw were absent.
Staff present were Ted Rowe, Kathy Turner, Vicki Thompson, and Linda
Royster.
Prior to the workshop Mr. Rowe stated that FEMA had conducted their
meeting which concluded in one day and would be submitting a letter with
their findings. He also briefed on Trinity 3 Well Pump and said repairs
should begin this week.
Mayor Mundy then preceded the meeting with item two and followed with
item one and three.
ITEM NO. 2 - Vote to place proposal for tax rate increase above the
Notice and Hearing Limit on future agenda.
Councilmember Boone moved to place the 1996 proposed tax rate at
0.578077 per $100, seconded by Councilmember Barrett. Councilmembers
BOOriE and Barrett voted in favor, with Councilmember Wright voting
against. Motion carried.
ITEM NO. 1 - Discussion of proposed 1996/97 budget.
Ms. Thompson spoke of the changes that resulted from the prior meeting
and then discussed franchise fees, pilot program, administrative fees,
estimated cash position, water/sewer revenues, water fund summary, and
estimated cash position.
Discussion then followed with Ms. Royster reviewing the water
administration budget which reflected minimal changes from the prior
year. In addition, she presented council with a breakdown of
water/sewer rates from surrounding cities which reflected Kennedale to
be one of the lowest charging cities. Also discussed was the garbage
contract with Waste Management and a possible rate increase.
Next, Mayor Mundy suggested since there were two Councilmembers unable
to attend the August 29th meeting he felt it would be best to cancel
this meeting, and council concurred.
ITEM NO. 3 - General Discussion.
Councilmember Wright inquired if KYA would be using the ball fields for
their fall schedule. Mr. Rowe advised that the city had not received a
schedule therefore, could not provide an answer.
There being no further discussion, Mayor Mundy adjourned the meeting at
7:58 p.m.
