08/15/1996, Special Meeting Minutes2244 MINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING - AUGUST 15, 1996 100 E. BROADWAY ST. - COMMUNITY CENTER Mayor Mundy called the meeting to order at 6:36 p.m. Members present were Mayor Mundy, Councilmembers Wright, McCraw, Barrett and Kovach. Councilmember Boone arrived at 6:40 p.m. Staff present were Ted Rowe, Kathy Turner, Vicki Thompson, David Arnold and Pat McCarroll. Mayor Mundy started the meeting off with item number three, then proceeded with item four, one and two. ITEM NO. 3 - Approval of Resolution No. 55, Canvassing the August 10, 1996 Special Election. Councilmember Barrett moved to approve Resolution No. 55, canvassing the August 10, 1996 Special Election as modified by the city attorney, seconded by Councilmember Wright. Motion carried with all members voting in favor. ITEM NO. 4 - Approval of Ordinance No. 11® - Levying Sales and Use Tax at the rate of one-half (1/2) of one percent (1~) for the benefit of the economic development corporation. Councilmember Boone moved to approve Ordinance No. 110 levying the sales and use tax at the rate of one-half (1/2) of one percent (1~) for the benefit of the economic development corporation with the recommended changes provided by the city attorney, seconded by Councilmember Barrett. Motion carried unanimously. ITEM NO. 1 - Budget Workshop. Ms. Thompson presented a recap of the previous meeting, then reviewed the general summary sheet, estimated cash position, and delta recap. Discussion followed with the fire department budget and their requests for personnel and pay increases. In addition, the ambulance budget was discussed as well as revenues and alternative ways to collect on patients insurance. Next, Ms. Thompson presented council with copies of budget worksheets for the police and court departments, and the vehicle replacement fund that is scheduled to be discussed Tuesday, August 20, 1996. ITEM NO. 2 - General Discussion. In a short discussion, Mr. Rowe briefed council on a request that had been received by an organization to have a rally within the city.
