04/11/1996, Public Hearing Meeting Minutes2214 MINUTES OF KENNEDALE CITY COUNCIL PUBLIC HEARING - APRIL 11, 1996 100 EAST BROADWAY ST. - COMMUNITY CENTER 7:30 PM Mayor Abbott called the meeting to order at 7:30 p.m. Members present were Mayor Abbott, and Councilmen Wright, Mundy, Barrett, Boone and Kovach. Staff present were Ted Rowe, Kathy Turner, Linda Royster, Vicki Thompson, Michael Box, and Wayne K. Olson, legal counsel. Councilman Mundy presented the invocation prior to the public hearings. Public Hearing No. 1 - To receive citizens comments considering a request to rezone .639 acres, identified as Lot 1R2, James A. Arthur Addition from "C-1" Restricted Commercial to "C-2" General Commercial, requested by Mr. Mohammed Naseem Patel, owner of P&P Mart & Grill, located at 317 West Mansfield Highway. No one was present to speak for or against the public hearing. Public Hearing No. 2 - To receive citizens comments considering a request to rezone the recently annexed 7.605 Country Estates Subdivision from "R-1" Single Family Residential District to "PD" Planned Development District, requested by Mr. Doug Bevoni. Mr. Chuck Gray, Chairman of the Planning & Zoning Commission stated the "PD" Planned Development Ordinance was brought forth because the developer, Mr. Bevoni, could not benefit the full use of the lots due to the current restrictions. Therefore, Mr. Bevoni presented a Planned Development District for Country Estates which is more restrictive and better fits his need, as well as, still giving the city control over development regulations. In addition, Mr. Gray stated that the Planning and Zoning Commission forwarded their recommendation for approval. Mayor Abbott stated that he liked the ordinance and the way it was presented giving the city control over enforcement regulations versus deed restrictions. Mr. Doug Bevoni, Developer, was present and stated he was in favor of the ordinance. No other persons spoke for or against the ordinance.
