02/27/1996, Special Meeting MinutesMINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING - FEBRUARY 27, 1996 100 E. BROADWAY ST. - COMMUNITY CENTER 7:30 PM Mayor Abbott called the meeting to order at 7:30 p.m. 2208 Members present were Mayor Abbott, Councilman Wright, Mundy, Barrett, Boone, and Kovach. Staff present were Ted Rowe, Kathy Turner, and Michael Box. ITEM NO. 1 - Consideration of Contract 96-01 - Kennedale Youth Association. Councilman Mundy moved to approve Contract 96-01 with the Kennedale Youth Association for a period of six months beginning on February 8, 1996 and ending on August 1, 1996, seconded by Councilman Boone. Councilman Kovach questioned financial sanctions. Councilman Mundy stated that due to sign ups taking place at the current time, he felt that putting a stipulation on the finances would burden KYA. Councilman Boone agreed with this statement and felt the only change should lie within the length of the contract. Councilman Barrett stated that he was in agreement with Mundy's motion ` and that non Kennedale residents grandfathered since 1994 be honored in the current contract but he has a hard time allowing someone exclusive use of city property who are not tax payers of the city. Councilman Kovach questioned the insurance amount and it was the consensus that KYA had to provide the additional amount because of a requirement of the Pony League not the city. In addition, Councilman Kovach questioned immediate termination clause and was advised that it was in Paragraph two. Councilman Mundy, Boone and Barrett voted in favor; Councilman Wright voted against with Councilman Kovach abstaining. Motion carried. ITEM NO. 2 - General Discussion. Mayor Abbott stated that this contract shows a sign of support from the City to KYA and with this vote, the support is still there. In addition Mayor Abbott advised citizens that the City is in a contract with KYA and as far as an organization, the City has no leverage over KYA and does not want that. It is a member organization and the members are the ones that have to address the problems that are within KYA. In closing, Mayor Abbott stated that he hoped that any personalities that are within KYA get bigger than the object of KYA, that they either excuse themselves or re-evaluate why they are there.
