02/27/1996, Pre Council Workshop Meeting Minutes 1 MINUTES OF KENNEDALE CITY COUNCIL PRE COUNCIL WORKSHOP - FEBRUARY 27, 1996 100 E. BROADWAY ST. - COMMUNITY CENTER 6:30 PM 2207 Mayor Abbott called the meeting to order at 6:34 p.m. Members present were Mayor Abbott, Councilmen Wright, Mundy, Barrett, Boone and Kovach. Staff present were Ted Rowe, Kathy Turner, and Michael Box. ITEM NO. 1 - Workshop To begin the meeting, Councilman Wright read the minutes of the workshop between the city and KYA that was held on February 13, 1996. Councilman Kovach then addressed the following issues: how has KYA acted as an organization; what precipitated Council holding a special meeting - violation of their own rules and by laws; how has KYA filled their contract with the city; and how KYA worked outside the city (school board). In addition Councilman Kovach expressed his concerns with each of the above mentioned factors and provided the following recommendation: suspend KYA's contract as it is; rewrite it stating that the city will pay no water or electric; will charge for use of the fields; request that the Park and Recreation Board coordinate with KYA and Mr. Patton's request to schedule use of ballfields; and enter into a one year probationary contract with KYA. After one year if there were no significant problems then revert back to the original contract. Mayor Abbott suggested that the city could eliminate all funds and charge a fee for the use of the fields as well as charge Arlington residents an additional fee. Then Mayor Abbott advised entering into a six month contract rather than a year due to sign ups interfacing with the expiration of the contract. Councilman Mundy provided the following recommendation: approve a short term contract with changes discussed provided that Council commit to each other that during the term of the contract, Council will meet. and decide what is the intent of the city park and maximize its use; and have city staff enforce the provisions of the contract and bring them forward to Council. Councilman Boone commented that the main purpose of the park has never been an issue. Councilman Barrett spoke in favor of a six month contract but really had a problem granting one organization with members who were not citizens exclusive rights to the city park and priority over our citizens. In closing Mayor Abbott stated that during the meeting he will need a time table, instructions to city staff to terminate the current contract, need dollar amount changes and clear up insurance issue.
