WHEREAS, The Transportation Enhancement (TE) Program is federally funded
through the surface Transportation Program, administered by the Texas
Department of Transportation (TxDOT) for the Federal Highway
Administration (FHWA) of the U.S. Department of Transportation
(USDOT); and
WHEREAS, The Federal Texas Transportation Enhancement Program offers
funding opportunities to help expand transportation choices and
enhance the transportation experience; and
WHEREAS, The program offers funding for non - traditional activities which include
pedestrian and bicycle infrastructure and safety programs, scenic and
historic highway programs, landscaping and scenic beautification,
historic preservation and environmental mitigation; and
WHEREAS, Projects funded by the Transportation Enhancement Program must
meet standards established under the National Environmental Policy
(NEPA); American Association of State Highway and Transportation
Officials (AASHTO); Federal Uniform Relocation Act; and current
applicable accessibility standards including all state and federal
standards; and
WHEREAS, Any projects funded by the Transportation Enhancement Program
should go above and beyond standard transportation activities and
should be integrated into the surrounding environment in a sensitive
and creative manner that contributes to the livelihood of the
communities, promotes the quality of our environment, and enhances
the aesthetics of our roadways;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF
KENNEDALE, TARRANT COUNTY, TEXAS, unequivocally supports the
submission of the application with the Texas Department of Transportation
(TxDOT) for the Transportation Enhancement Program.
Section 1. The City of Kennedale supports funding this project as shown in the
nomination budget and commits to the project's development, implementation,
construction, maintenance, management, and financing. The City is willing and able to
enter into an agreement with TxDOT by resolution or ordinance;
Section 2. That the City adopts Resolution 401, approving the submission of the
project nomination; and the support and funding of the project should it receive federal
funds.
Section 3. That the City Manager is hereby authorized to act on behalf of the City in all
matters relating to this funding nomination and to execute all necessary applications,
assurances, certifications, and other documents, relative to the submission, later
acceptance, and administration of such funds.
Section 4. That it is hereby officially found and determined that this meeting at which
this resolution is passed is open to the public as required by law, and that public notice
of the time, place and purpose of said meeting was given as required. The regular
meeting of the Kennedale City Council was called to order at 7:00 PM on November 7,
2012 in the City Council Chamber of City Hall, 405 Municipal Drive, Kennedale, Texas
by Mayor John Clark.
