MINUTES OF
KENNEEDALE CITY COUNCIL
SPECIAL MEETING -OCTOBER 16, 1997
100 E. BROADWAY ST. -COMMUNITY CENTER
Mayor Mundy called the meeting to order at 7:31 p.m.
Members present were Mayor Mundy, Councilmen Wright, Steeno, Barrett and Boone.
Councilman Kovach was absent.
Staff present were Ted Rowe and Kathy Turner.
ITEM NO. 1-Interview of applicants for appointment to the Home Rule Charter Commission.
It was the intention of the City Council to exempt interviews from the applicants if there were 20
or fewer; therefore, no action was taken on this item.
ITEM N0.2 -Consideration of appointing the Home Rule Charter Commission.
Councilman Wright expressed discontent that one applicant had filed after the October 13, 1997
deadline. All other councilmen did not foresee a problem with the late application because there
had not been any other applications submitted after the cut-off date.
Councilman Boone moved to appoint the following persons to the Home Rule Charter
Commission, with John Clark serving as Chairman: Bill Abbott, George H. Barrett, John W.
Berry, Michael H. Bevill, Roy Boenig, Michael Box, John Clark -Chairman, Wayne S. Cordell,
Ray Cowan, Eric Elam, Sonora Fenoglio, Charles E. Gray, Steven Hayes, Jerry N. Miller, Elmer
L. Moseley, Robert P. Mundy, Steve Radakovich, Tim Smith, Vicki Thompson, and Nita
Vaughn. Motion seconded by Councilman Steeno.
Councilman Wright again voiced concern over accepting the application received after the
deadline.
Councilman Steeno amended Councilman Boone's motion to offer that the Commission
completes their work in time for Council to call an election by November 27, 1997. Amendment
to the motion failed due to no second.
There being no other discussion, original motion passed with all members present voting in favor.
ITEM N0.3 -General discussion.
City Administrator Ted Rowe advised that motorcycle officer Gary Cooper, was involved in a
minor traffic accident in which, a courier vehicle nudged him from behind. Mr. Rowe said
Officer Cooper sustained minor abrasions and the motorcycle was inoperable.
Mr. Rowe also addressed the land swap issue of Wrey Crest Road. He informed Council that
documents had been found reflecting the right-of--way belongs to the County versus the Highway
Department and documents were in the process of being prepared to release the land. Mr. Rowe
said this would be a future agenda item, and that the City would have to agree to maintain the
Wrey Crest Road right-of--way.

Mayor Mundy reminded Council of the social gathering scheduled for October 22°a at the
Kennedale Library with the Council, Planning and Zoning Commission, Board of Adjustment,
and Park Board; and a special meeting scheduled for October 28"' between the Council and Park
Board.
There being no further discussion, Mayor Mundy adjourned the meeting at 7:40 p.m.
