KENNEDALE CITY COUNCIL
SPECIAL MEETING -OCTOBER 1, 1997

Mayor Mundy called the meeting to order at 8:26 p.m.
Members present were Mayor Mundy, Councilmen Wright, Barrett, Boone and Kovach.
Councilman Steeno was absent.
Staff present were Ted Rowe, Kathy Turner, and Michael Box.
ITEM NO.1-Consideration of appointing Home Rule Charter Commission.
After a short discussion, it was the consensus of the City Council to expand the Home Rule
Charter Commission and come up with a more diversified committee. And with the creation of a
new commission, Council emphasized educating the citizens as to what the meaning of Home
Rule stands for and what it can allow a city to do.
Councilman Barrett moved to reform the Home Rule Charter Commission to include the 14
previous members and any new member who may want to serve without any limitations as to
how many can be on the commission. Motion failed for a lack of a second.
Councilman Barrett moved to create a Home Rule Charter Commission with not more than 20
people, and to include the previous 14 members who served, with the remaining six to be
appointed by City Council, seconded by Councilman Kovach. Motion amended by Councilman
Wright to include first six who apply for Commission by October 13, 1997 will automatically be
assigned to commission, and if more than six apply, then Council will conduct interviews.
Seconded by Councilman Boone. After a short discussion, Councilman Wright withdrew his
amended motion, and Councilman Barrett withdrew his motion.
Councilman Wright moved to accept 20 members to serve on the Home Rule Charter
Commission with a deadline for filing of October 13, 1997 at S:OOp.m. seconded by Councilman
Barrett. Motion carried with all members voting in favor.
ITEM N0.2 -General discussion.
Mr. Michael Box, Director of Development and Enforcement briefed Council on the standpipe
painting and requested Council's approval for an expenditure of $3,800 to paint a wildcat on the
standpipe. He said he approached the Kennedale Independent School Board for their assistance,
but it was too late to meet their agenda deadline, and the painting of the wildcat had to take place
prior to the seal coat being applied. Mr. Box replied that there was money left over in the water
fund that could account for the expenditure. Council agreed to the expenditure with the intention
of the school board seeking donations to offset the costs.
Councilman Wright requested a meeting be scheduled between Council and the Planning and
Zoning Commission, Park Board, and Board of Adjustments to seek input from each group as to

what their goals and intentions are. Mayor Mundy replied that City Administrator; Ted Rowe
would schedule a meeting.
There being no further discussion, Mayor Mundy adjourned the meeting at 9:11 p.m.
