08/25/1997, Special Meeting Minutes2322 MINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING -AUGUST 25, 1997 100 E. BROADWAY ST. -COMMUNITY CENTER Mayor Mundy called the meeting to order at 7:04 p.m. Members present were Mayor Mundy, Councilmen Wright, Steeno and Barrett. Councilman Kovach arrived at 7:31 p.m. Councilman Boone was absent. Staff present were Ted Rowe, Kathy Turner, and Lynette Whidden. Mayor Mundy advised that the agenda order would be revived beginning with item one, then followed by items three, four, five, and two. ITEM NO. 1-Budget Workshop. Mr. Rowe reported to Council that the General Fund Summary reflected the new format and included all departments and his proposals. He went on to say that the only significant changes in the expanded columns were to the fire, police and street departments. Next, Council briefly reviewed the City Administrator, Mayor/Council, City Secretary, Finance, Permits and Inspections, Library, and Community/Senior Citizen budgets. Council requested additional information relating to the usage of radios by each department, and the installation and use of the library fax machine. ITEM N0.3 -General Discussion. Mayor Mundy stated that a letter had been received from Southwestern Bell Telephone congratulating the City of Kennedale and its employees for no damage done to underground cables for an entire year. There being no further discussion, Mayor Mundy entered into executive session at 7:58 p.m. ITEM N0.4 -Executive Session. The City Council met in closed session to deliberate the evaluation of a public officer or employee, pursuant to Section 551.074, Texas Government Code. A) City Administrator Mayor Mundy reconvened into open session at 8:17 p.m. ITEM NO. S -Action on executive session, if necessary. Mayor Mundy replied that the City Council came to a consensus on the salary of the City Administrator and recommended that his salary be increased to $54,000 and directed Lynette Whidden, Director of Finance, to make the appropriate adjustments as necessary to reflect such. He also stated that Mr. Rowe has done an excellent job. 2323 ITEM NO.2 -Consideration of vote to place proposal for tax rate increase above the Notice and Hearing Limit on future agenda. Councilman Kovach moved to place the proposed tax rate at $0.63, which is above the Notice and Hearing Limit, seconded by Councilman Wright. Motion carried.
