04/10/1997, Public Hearing Meeting Minutes2295 MINUTES OF KENNEDALE CITY COUNCIL PUBLIC HEARING - APRIL 10, 1997 100 E. BROADWAY ST. - COMMUNITY CENTER Mayor Mundy called the public hearing to order at 7:31 p.m. Members present were Mayor Mundy, Councilmen Wright, Barrett, Boone and Kovach. Staff present were Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster and legal counsel, Wayne K. Olson. Also present was Rick Steeno, Councilman elect. PUBLIC HEARING No. 1 - To receive citizens comments regarding a proposed ordinance to regulate garage sales. Mayor Mundy stated that a Petition had been received by the Planning & Zoning Commission in relation to garage sales and garage sale signs. In response the Planning and Zoning Commission has held numerous meetings and received staff input, as well as input from legal counsel which resulted in the proposed ordinance before Council tonight. David Conroy, Chairman of the Planning and Zoning Commission was present and stated that the commission had recommended strong approval of the ordinance presented to Council. He also mentioned that with the present ordinance, it would open the door for any type of signs to be placed in the right-of-way. Therefore, the commission would soon be in the process of drafting a general sign ordinance. Next, seven citizens spoke in favor of the ordinance with none opposed. In addition, two letters were received, one for and one against the proposed ordinance. PUBLIC HEARING No. 2 - To receive citizens comments regarding a request to re-zone the 200 foot buffer area from "C-2" General Commercial to that of "I" Industrial for Lot 1R, Block 1, FWT, Inc., Addition located in the 1300 block of West Mansfield Highway, Kennedale, Texas. This request has been submitted by the property owner, Mr. Tommy Moore. David Conroy, Chairman of the Planning and Zoning Commission reported that FWT, Inc., had come before the commission last month to request re- zoning of the 200' buffer strip of Lot 1R, Block 1, FWT, Inc., Addition. Mr. Conroy said the vote was to recommend approval of the zoning change will all members voting in favor except one who voted against.
