Commission Members present: David Hunn (Chair); Ernest Harvey (Vice- Chair); Lori Bryan
[arrived at 6:24 P.M.], Frank Fernandez, and Charles Overstreet.
Staff present: Rachel Roberts (Planner, Board Secretary); James Cowey (Director of
Development Services)
Commission members absent: Ray Cowan, Billy Simpson; alternates Jason Galloway and Lana
Sather.
CALL TO ORDER
Chairman Hunn called the work session to order at 6:05 P.M.
ROLL CALL
Ms. Roberts called roll for the work session.
WORK SESSION
I. A. Form -based Codes
The Commission discussed the books they had been reading on form -based codes.
I. B. Guarantees and Maintenance Bonds for Subdivisions
The Commission discussed this issue and asked Ms: Roberts to research language in bond
extensions and the percentage for them to cover.

The Commission asked Ms. Roberts to bring information about sandwich board signs to the next
meeting for discussion during the work session.
At 6:55 P.M., the Commission closed the work session.
REGULAR MEETING
Chairman Hunn opened the regular meeting at 7:04 P.M.
II. VISITORS /CITIZENS FORUM
Hollis Matthews of 1252 Elmbrook addressed the Commission on the topic of gas well pad sites.
He said that the Bogi drill site could expand so that equipment could be within 25 -50% of a
residence. He recommended the Commission look in to the matter.
Mr. Hunn thanked Mr. Matthews for his concern, and Mr. Harvey said he believed that was
covered in the draft amendments to the oil and gas ordinance [that the Commission had passed
the previous month].
III. Case PZ 10 -05 to consider and receive comments regarding a request for a re -plat and
final plat of approximately 45.696 acres located 1257, 1301, and 1409 Swiney Hiett Road, an
unaddressed property on N Joplin Rd, and an unaddressed property on Coker Valley Dr, as
requested by Bowerman Oil and Gas. The legal descriptions are Ben Jopling Survey A 866 Tract
3B, James R Hawkins Survey A 792 Tract 1 B, and Swiney Subdivision Lot 6A, Lot 4 less SW
corner, and W Pt 5, City of Kennedale, Tarrant County, Texas.
A. Staff Presentation
Ms. Roberts made the staff presentation. She stated that staff had reviewed the plat for
compliance with the comprehensive plan and had found no conflict, but there were some
corrections that needed to be made to the plat drawing. Staff recommended approval of the
plat on the condition that the plat drawing be corrected and the right -of -way providing
secondary access from the Steeplechase subdivision be dedicated.
Ms. Roberts and Mr. Cowey responded to questions from the Commission.
Mr. Bowerman said he was willing to work with the city however he needed to on the road
dedications.
B. Public Hearing
Mr. Gene Kenderdine of 1409 and 1411 Swiney Hiett said that his address was 1409 Swiney
Hiett Road, and he was concerned about the Bowerman property also being addressed as
1409 Swiney Hiett. Staff told Mr. Kenderdine they would resolve the issue.
Mr. Kenneth Reeder of 225 N Joplin Rd addressed the Commission with concerns about the
agricultural zoning on the property and nuisance uses and asked if compressor sites would be
located there.

C. Staff Response and Summary
Mr. Cowey responded to Mr. Reeder's comments.
For the benefit of the public in attendance, Ms. Roberts reminded the Commission that as long
as the plat request meets all the requirements for a plat, the Commission must approve it and
that the city is not allowed a lot of discretion in making these decisions.
D. Action on Agenda Item III
Mr. Overstreet moved to recommend approval of the plat with the condition that the plat
drawing be corrected and with the condition that the applicant make the dedications for right -
of -way. Ms. Bryan seconded the motion, and all members voted in favor.
IV. PZ Case 10 -06 to consider and receive comments regarding a request for a final plat of
approximately 2.685 acres located at 1375 Gilman Rd; 5890 E IH 20; 5894 E IH 20; 1377 Gilman
Rd; Gilman Rd # B; and five unaddressed properties on E IH 20, as requested by Odaat 52 LLC.
The legal descriptions are David Survey Strickland, A 1376 Tracts 31 F06, 31 F, 31 F04A, 31 F06B,
31 F06C, 31F04, 31 F04B, 31 F07, 31 F08, and 31 F04A1, City of Kennedale, Tarrant County,
Texas.
A. Staff Presentation
Ms. Roberts presented the case and gave a corrected plat drawing to the Commission
members. She said that in the time since the staff reports were sent to the Commission
members, staff found out that the property is connected to City of Fort Worth sewer lines. She
stated that staff had reviewed the plat for compliance with the comprehensive plan and had
found no conflict.
Ms. Roberts told the Commission that staff was trying to work out with CMC Rebar exchanging
right -of -way on Rebar Lane for right -of -way on Gilman, but that it wouldn't affect the plat, as
the property to be platted had access to a public road.
Ms. Roberts and Mr. Cowey replied to questions from the Commission. Staff was in favor of
the plat.
B. Public Hearing
No one wished to speak during the public hearing.
C. Staff Response and Summary
No staff response was necessary.
D. Action on Agenda Item IV
Mr. Overstreet made a motion to approve the plat with the condition that the plat drawing be
corrected, if needed, as noted. Mr. Harvey seconded the motion. All voted in favor.
V. Case PZ 10 -07 to consider and receive comments regarding a request for a replat of that
portion of Municipal Drive vacated by City of Kennedale Ordinance No. 453, being approximately

0.739 acres of land located in the Canzada Rose Survey, A 1285, City of Kennedale, Tarrant County,
Texas and of approximately 0.9998 acres located on Kennedale Pkwy, more particular described as
Kennedale Retail Center Addition Block A Lot 8, City of Kennedale, Tarrant County, Texas. The replat
is required by the City of Kennedale.
Ms. Roberts told the Commission that the city asked to withdraw the case, as the plat drawing
was not yet ready. Mr. Harvey motioned to accept the withdrawal, Ms. Bryan seconded the
motion, and the motion passed.
VI. MINUTES: Approval of minutes from the May 2010 Planning & Zoning Commission meeting.
Mr. Fernandez made a motion to approve the minutes from the May 2010 meeting. The
motion was seconded by Mr. Harvey, and the motion passed unanimously.
VII. STAFF REPORTS
1) Update on City Projects
Ms. Roberts reminded the Commission that Chesapeake would be offering a rig tour at the
Bogi site the next week. The Commission asked about progress on the Bowman Springs
Road project, and Ms. Roberts said she believed that the City of Arlington had made a
decision about their part of the road. The Commission asked about the Fallen Heroes
memorial and the 9/11 memorial.
VIII. Adjournment
Ms. Bryan motioned to adjourn the meeting. Mr. Overstreet seconded the motion, and the motion
passed. The meeting adjourned at 8:06 P.M.
