R76-01RESOLUTION NO. 76 -1 RESOLUTION REGARDING CITY OF KENNEDALE PARTICIPATION IN TARRANT COUNTY'S APPLICATION TO HUD. WHEREAS, the 93rd Session of the Congress passed and the President of the U.S. signed into law, the Housing and Community Development Act of 1974 for the specific purpose of developing viable communities, and WHEREAS, Tarrant County has been designated as an "URBAN COUNTY" by the Department of Housing and Urban Development entitled to a formula share of program funds provided said county has a combined population of 200,000 persons in its unincorporated areas and its included units of general local govern- ments with which it has entered into cooperative agreements and further THAT, Article III, Section 64 of the Texas Constitution authorizes Texas counties to enter into cooperative agreements with local governments for ass- ential community development and housing assistance activities. NOW THEREFORE be it resolved, by the City of Kennedale, that the City Council of Kennedale, Texas supports the application of Tarrant County for funding of the Housing and Community Development Act of 1974. To this end: (1) the City of Kennedale, Texas asks that its population be included with that of Tarrant County, Texas for all of fiscal year 1976. (2) authorizes Tarrant County to cooperate with the City of Kennedale in undertaking or assist the City of Kennedale in undertaking essential community development and housing assistance activities, specifically urban renewal and publicly assisted housing if these activities are specified in the application, and all other activities listed as "Community Development Program Activities Eligible for Assistance" under Public Law 93 -383 The Housing and Community Development Act of 1974 Title 1, Section 105, and listed as "Eligible Act- ivities" under the Code of Federal Regulations Title 24, Chapter V, Part 570 as amended, "Community.Development Block Grants" (3) authorizes the Mayor of Kennedale, Texas to sign such additional forms as requested by the Department of Housirg and Urban Development pursuant to the purposes of this resolution. On September 30, 1975, we submitted a request for assistance to provide some recreational facilities for the citizens of this part of our county. At the time of that request the estimate to cover the cost of two tennis courts and volley ball courts was $24,268,00. We still need help to provide these facilities. As stated, the sites for these recreational facilities are available and we would respectfully request your serious consideration for assistance in providing funds at this time. For considerable time a study has been underway to determine ways and means to provide some recreational facilities for the citizens of this part of our county. We have obtained an estimate in the amount of $24,268.00 to cover cost of building two tennis courts and volley ball courts. Due to the expense involved, we have not had the funds available to provide such facilities. We need some help. This area of approximately 8500 citizens has many low to moderate income families and these funds would serve a very useful purpose in providing some recreation for them. A site for these tennis and volley ball courts has been provided as shown by the attached map and construction of these facilities could begin without any further delays. You will recall from the request that we submitted on February 5, 1975, that our proposed project would involve the extension of high service water distribution mains from recently completed Bedford - Euless -TRA Water Supply System in the aforementioned Cities, water storage facili- ties and incremental expansion of the existing TRA water treatment plant as indicated on the two exhibits enclosed. The projected needs for this system to serve our five (5) Cities through 1981 will include approximately $14,000,000 of Capital Improve- ments with the first three (3) years' expenditures being as follows: 1976 -- $750,000 1977 -- $1,500,000 1978 -- $2,300,000 Although the total overall scope of the subject water supply project will be of multi - million dollar magnitude, thus exceeding the CDA funds, in amount of $658,000, that were committed for our project when priorities were established last year, the amount of $658,000 will serve a very useful purpose in providing for initial engineering studies and incremental construction to expand the existing water plant. The planning and development of this system will be consistent with the findings of the "North Central Texas Regional Water Supply Study" Page 2 -- 1/12/76 -- Mayors' Council of Tarrant County that was prepared in cooperation with the North Central Texas Council of Governments' Regional Water Supply Planning Committee. The exact effect this particular project will have on anticipated growth of the area cannot be readily isolated; however, it is an essential and integral part of the total overall system without which the existing population cannot be adequately served and which, of course, is necessary for the continued orderly growth of the cities involved.
