R07CITY OF KENNEDALE RESOLUTION No. 7 A RESOLUTION PROVIDING FOR A REGIONAL RECYCLING CENTER AND ADJOINING LANDFILL. WHEREAS, the citizens of Kennedale have entrusted the basic issues of economic development, preservation of the environment and maintenance of a network of safe roadways to serve our community to the Kennedale City Council, and WHEREAS, the Kennedale City Council recognizes the mandates by the federal government and State of Texas to recapture as much as 25 percent of the trash in our wastestream, and WHEREAS, the Kennedale City Council desires to do its part to upgrade an area in its extraterritorial jurisdiction which has been ravaged by illegal dumping and scarring of the envi- ronment, and WHEREAS, Waste Management of Texas is seeking a permit to expand a sanitary landfill operation located on Dick Price Road, and WHEREAS, Waste Management of North America, the parent company of Waste Management of Texas, is the industry's leader in environmental protection and resource recovery, and WHEREAS, Waste Management of Texas is committed to developing a municipal recycling facility as a function of its integrated waste management system. NOW, THEREFORE BE IT RESOLVED, That the Kennedale City Council endorses Waste Management's concept of an integrated waste management facility incorporating a recycling operation and a sanitary landfill which meets all regulations for the proper disposal of waste that cannot be recycled. FURTHERMORE, the Kennedale City Council agrees to cooperate with Waste Management to facilitate Waste Management's plans to build a new four -lane road from Dick Price Road to Mansfield Highway to provide easy and safe access to Waste Management's project as well as commercial and residential developments throughout the City of Kennedale. FURTHERMORE, the Kennedale City Council agrees to work with the City of Fort Worth and Tarrant County and Waste Management to bring about an overlay upgrade to Dick Price Road from Mansfield Highway to the Southern city limits. FURTHERMORE, the Kennedale City Council commits to working with Waste Management of Texas in an effective public /private venture to encourage recycling and the preservation of our environment.
