BROADWAY ST. -COMMUNITY CENTER Mayor Wright called the public hearing to order at 7:35 p.m. Members present: Mayor Wright, Councilmember's Clark, Steeno, Vaughn and Kovach. Members absent: Councilmember Barrett. Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster, Michael Box, Thad Chambers and legal counsel, Wayne K. Olson. Public Hearing - To receive citizen's comments regarding a proposed ordinance providing requirements for neighborhood park land dedication or payment of cash in lieu thereof as a condition to subdivision plat approval and issuance. of residential building permits in order to provide for necessary open space preservation and park development; establishing a special fund for money paid for park development; authorizing the creation of neighborhood park zones; providing that this ordinance shall be cumulative of all ordinances; providing a severability clause; and providing an affective date. Mr. Wayne Cordell, Chairman of the Kennedale Park Board was present and briefed Council on the development of the park land dedication ordinance. Chairman Cordell said that as the City grows demands for park land and park services increase. Therefore, the Park Board and Planning & Zoning Commission members felt that developers should provide land or cash in lieu thereof for future park facilities as their development proceeds to adequately meet the needs of Kennedale citizens. In addition, it was noted that both the Park Board and the Planning and Zoning Commission recommended approval of the proposed ordinance, and that the ordinance coincides with the Master Park Land Use Plan.
