KENNEDALE CITY COUNCIL
SPECIAL MEETING -OCTOBER 27, 1999

CONFERENCE ROOM
Mayor Wright called the meeting to order at 6:02 p.m.
Members present: Mayor Wright, Councilmembers Clark, Kovach and Vaughn. Councilmember
Hoover arrived at 6:05 p.m., and Councilmember Barrett arrived at 6:07 p.m.
Members absent: None
Staff present: Ted Rowe and Kathy Turner
ITEM NO. 1-Discussion with Graphics Consultant regarding city logo.
Mr. Ted Davidson and Mr. Steve Davidson representing Corporate Graphics were present to
address Council regarding designing a city logo. Mr. Ted Davidson offered suggestions on
designing logos, and Council responded with their ideas of color, and their intention of a logo
representing Kennedale moving forward.
After the short discussion, Mr. Davidson stated that he felt like he could present three to five
basic sketches for council review, and another meeting was scheduled for in November.
ITEM N0.2 -Consideration of amendment to Contract 99-13, Abatement with
Heidelberg Web Systems, Inc.
Councilmember Clark moved to amend Contract 99-13, page 5, section (9) by adding language
that will divide the tax recapture obligations into two separate areas - (1) monetary investment
requirements, and (2) employment requirements.
Section (9) will now read as follows "If the CITY terminates this Agreement for default,
COMPANY shall pay to the CITY all taxes which otherwise would have been paid to the CITY
without the benefit of abatement: (a) for the entire elapsed period of this agreement if cause of
default is failure to meet monetary investment requirements, or (b) for the immediate past two (2)
years if cause of default relates to employment requirement ... etc."
Councilmember Kovach seconded by the motion, and motion carried with all members voting in
favor.
ITEM N0.3 -General discussion.
Items discussed before council included the following:
• Acknowledgement towards City Secretary for graduating from the Texas Municipal Clerks
Certification Program as published in the September Volume of The Texas Municipal League
Texas Town & City; and
• Invitation to Councilmembers to attend the Regional Transportation Council meeting held on
Thursday, November 18, 1999; and
• Update on Water/Sewer Impact Fee monies collected and spent; and

• Update on development of Georgetown Phase IV, Arlington, Texas, which abuts up to the
Kennedale city limits.
No further discussion before Council Mayor Wright adjourned the meeting at 7:40 p.m.
