10/14/1999, Workshop Meeting Minutes2411 MINUTES OF KENNEDALE CITY COUNCIL WORKSHOP -OCTOBER 14, 1999 100 E. BROADWAY ST. -COMMUNITY CENTER Mayor Wright called the workshop to order 6:30 p.m. Members present: Mayor Wright, Councilmembers Clark, Hoover, Barrett, Vaughn, and Kovach. Members absent: None Staff present: Ted Rowe, Kathy Turner, and legal counsel Wayne K. Olson. ITEM NO. 1-Workshop with Callahan & Associates reviewing plans for new municipal building. Mr. Chuck Freeman with Callahan & Associates was present and briefed Council on changes to the interior of the municipal complex recommended by staff. Additional input was received from Council regarding courtlcouncil chambers and another meeting was scheduled for November 11, 1999. ITEM NO. 2 -Briefing by Gib Lewis. Mr. Gib Lewis made a brief presentation before council regarding legislative consulting services. During his presentation, Mr. Lewis said he would be representing six cities through the Southwest Metroplex Alliance, and he would be responsible for monitoring issues relating to city government and reporting back to each individual city. During legislative session, information would be provided to cities every Friday, and during the interim information would be provided as it was received. Legal Counsel, Wayne K. Olson, addressed Mr. Lewis with three concerns. The first concern related to negating fees between the Alliance, the second referred to conflicting issues between participating cities, and the third dealt with representation of other cities outside the Alliance. Mr. Lewis replied that the fee is a set fee and would be allocated between the cities depending upon their size, and if a city terminated their contract, then the fee would be adjusted so the amount each city paid could fluctuate. Second, Mr. Lewis said that if a city is at odds over a bill, then he would step back and not lobby, he was not going to be a mediator. Third, he stated that if he intended to represent another city outside the Alliance, then he would seek approval from the Alliance before taking action. In closure, Mr. Lewis thanked Council for allowing him to address their concerns and looked forward to serving them. ITEM NO. 3 -General discussion. Mayor Wright introduced Marti VanRavenswaay, Commissioner for Precinct 2 and thanked her for her attendance. Commissioner VanRavenswaay stated that she tries to visit each city she represents at least once year and was happy to attend. 2412 Next, Mayor Wright briefed council on several upcoming fund-raisers and stated that if anyone wish to attend to please notify him so arrangements could be made.
