KENNEDALE CITY COUNCIL
SPECIAL MEETING -SEPTEMBER 14, 1999
100 E. BROADWAY ST. -COMMUNITY CENTER
Mayor Wright called the meeting to order at 7:44 p.m.
Members present: Mayor Wright, Councilmember's Clark, Barrett, Vaughn, and Kovach.
Members absent: Councilmember Hoover.
Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster, and Gwen Bevill.
ITEM NO. 1-Consideration of Ordinance No. 181, establishing new water, and sewer rates.
Councilmember Barrett moved to approve Ordinance No. 181, establishing new water and sewer
rates, seconded by Councilmember Kovach. Motion carried.
ITEM N0.2 -Consideration of Contract 99-14, Navigant Consulting, Inc., for audit of TXiJ,
and add to 1999-2000 budget.
Councilmember Barrett moved to approve Contract 99-14, Navigant Consulting, Inc., for audit of
TXiJ, and transfer $5,000.00 from General Fund Reserves in the FY99-00 budget to cover
expense, seconded by Councilmember Clark. Motion carried.
ITEM N0.3 -Consideration of Resolution No. 100, agreement with Union Pacific Railroad.
Councilmember Clark moved to table this item, seconded by Councilmember Kovach. Motion
carried.
ITEM N0.4 -Consideration of Ordinance No. 179, adopting 1999-2000 budget.
Councilmember Barrett moved to approve Ordinance No. 179, adopting 1999-2000 budget,
seconded by Councilmember Kovach. Motion carried.
ITEM NO.S -Consideration of Economic Development Corporation budget for Fiscal
year 1999-2000.
Councilmember Clark moved to approve the Economic Development Corporation budget for FY
1999-2000 contingent upon budget reflecting a salary of $35,020.00 and a budget total of
$70,402.00. Councilmember Vaughn seconded the motion with all members present voting in
favor.
ITEM N0.6 -Consideration of Ordinance No. 180, adopting 1999 tax rate of $0.635000 per
$100 of taxable value.
Councilmember Barrett moved to approve Ordinance No. 180, adopting 1999 tax rate of
$0.635000 of $100 of taxable value, seconded by Councilmember Clark. Motion carried.

ITEM N0.7 -Consideration of Resolution No. 101, authorizing additional penalty on
delinquent taxes under Section 33.08, Property Tax Code.
Councilmember Barrett moved to approve Resolution No. 101, authorizing additional penalty on
delinquent taxes under Section 33.08, Property Tax Code, seconded by Councilmember Kovach.
Motion carried.
ITEM N0.8 -Consideration of appointments to Library Advisory Board.
Councilmember Clark moved to appoint Mrs. Beverly Reher to Place 3, and Mr. Sam Zoccali to
Place 5, to the Kennedale Library Advisory Board with terms to expire July 1, 2001.
Councilmember Vaughn seconded the motion with all members present voting in favor.
ITEM N0.9 -General discussion.
The following items were briefly discussed:
Letter in response to city water request by Ms. Dolores Strouth and Mr. Eric Strouth; and
Action taken on code violations for several residents in an area to the east of Danny Drive;
and
Streamlining budget procedures for year 2000-2001.
Councilmember Kovach moved to adjourn the meeting at 8:18 p.m., seconded by Councilmember
Barrett. Motion carried.
