AN ORDINANCE AMENDING SUBSECTIONS (b) and (c),
OF SECTION 14-31, OF ARTICLE 3, OF CHAPTER 14,
"PUBLIC UTILITIES",: OF THE KENNEDALE CITY CODE
1977,.RELATING TO SEWER RATE CHARGES, SAID
AMENDMENT INCREASING SEWER CHARGES FOR ALL
CUSTOMERS OF THE KENNEDALE SANITARY SEWER SYSTEM;
(BEING ALSO AN AMENDMENT OF KENNEDALE ORDINANCE
NO. 77-23, AS HERETOFORE AMENDED).
BE IT ORDAINED BY THE'CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS:
1. That Subsections (b) and (c), of Section 14-31, of
Article 3, •of Chapter 14, "Public Utilities", of the Kennedale
City Code 1977-, relating to sewer rate charges, (as heretofore
amended by City of Kennedale Ordinance No. 77-23 adopted on
March 9, 1978), be and the same- are hereby amended to read as'
follows:
"(b) Char es
�1) Amonth.ly service charge shall be charged to all
Residential Class Customers in the amount of $2.00.
(2) A monthly volume charge shall also be charged to
all customers, regardless o-f classification, in the amount of,
$0.5198 per thousand gallons of water used or -wastewater produced.
The monthly volume charges for Residential Class Customers will
be based on the individual customer's average monthly water use
during the preceding winter quarter months of December, January,
and February. The volumes used to compute these charges are
based on the amount of water used by the residential class
customer as measured by a meter. Where no preceding winter
quarter average is available from records, the Administrator
shall estimate a volume to be used for this monthly volume charge.
The monthly volume charge for all customers other than residential
shall be based on the actual current volume of -water used each month.
(3) For all customers connected to the sanitary sewerage
system who have a source of water supply that is in addition,- or in
lieu of, the City of Kennedale water supply, the sewer .charge shall
be based on an estimate of usage by size of family and sanitary
facilities and nature of business_.
(4) A minimum charge per month for all customers other than
residential shall be made for each connection with the sewer mains.
This charge shall be based on the size of the water meter as follows:

The monthly charges to Commercial and Industrial Class Customers
will be based -on .total water use as measured by appropriate
meters, with the provision that, if a customer can show to the
satisfaction of the City Administrator that a significant portion -
of the metered water usage does not enter the sanitary sewers,
the customer will be charged for only that volume entering the
sewers, as determined by a method approved.by the City Administrator.
Although there are presently no industrial users of the City of
Kennedale sewerage system, an acceptable Industrial Cost Recovery
System will be prepared and submitted for approval by the Environmental
Protection Agency's Regional Administrator when industrial users of
the system are anticipated.
"(c) Monitored Group Class. The City Administrator shall
establish a Monitored Group Class,' consisting of those customers

whose wastewater strength is, in his judgement, abnoiuially
high or low, and charges to customers in this class shall
be computed in accord with the following five -part rate schedule:
Monitored Group

Volume charge .5198 per 1,000 gal.
B.O.D. strength charge .0392 per poond of B.O.D.
Suspended solids strength charge .139 per pound of suspended
solids
Monitoring charge Actual cost of laboratory
plus 10%."
2.. The increase in sewer charges provided by this
ordinance shall be effective September 22, 1979.
3. -Except as herein amended, -said Section. 14-31, of
Article 3, of Chapter 14, "Public Utilities", of the Kennedale
City Code 1977, is continued in full force and effect as hereto-
fore adopted.
