BROADWAY ST. -COMMUNITY CENTER Mayor Wright called the public hearing to order at 7:35 p.m. Member's present: Mayor Wright, Councilmember's Clark, Hoover, Barrett, and Vaughn. Members absent: Councilmember Kovach. Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster, Michael Box, Mort Wetterling, David Geeslin, and legal counsel, Wayne K. Olson. PUBLIC HEARING NO. 1 To receive citizen's comments regarding the designation of a reinvestment zone for Lot lA, Block 1, and Lot 1, Block 2, Harris Corporation Addition. The property is located at 501 South Dick Price Road. Requested by Heidelberg Manufacturing, Inc. Mr. Randy White, Operations Manager of Wear Master, located at 105 Pecan Drive, Kennedale, Texas addressed council regarding the reinvestment zone for Heidelberg Manufacturing, Inc. He stated that his company does contract work for Heidelberg and that was one reason for him locating his business here. Mr. White felt that it was important to retain manufacturing businesses in Kennedale and requested approval of the reinvestment zone and abatement to retain Heidelberg. Mr. Heribert Wille, Operations Manager of Heidelberg Manufacturing, Inc. addressed Council with a presentation relating to the history of Heidelberg. During his presentation, Mr. Wille spoke of the other facilities owned by Heidelberg, and the competition between each facility and the Kennedale plant. He stated that there was a decision to be made from an operating standpoint. From this point he addressed the future expansion requests and stated that a reinvestment zone and abatement would determine the outcome of Heidelberg remaining an existing business in Kennedale. He respectfully requested approval of the reinvestment zone and abatement. Ms. Yolanda Saenz and Mr. Lew Mollenkemp, representing Heidelberg Manufacturing, Inc. also signed in favor of the reinvestment zone, but did not wish to address Council at the present time. Mayor Wright closed public hearing number one at 7:45 p.m. and entered into public hearing number two. PUBLIC HEARING N0.2 To receive citizen's input on granting a Tax Abatement to Heidelberg Manufacturing, Inc., located at 501 South Dick Price Road. Mr. Heribert Wille, Ms. Yolanda Saenz, and Mr. Lew Mollenkemp all signed in favor for the abatement for Heidelberg Manufacturing, but deferred addressing Council until executive session. 2400 Mr. Randy White, Operations Manager for Wear Master located at 105 Pecan Drive, Kennedale, Texas signed in favor of the abatement. Mr. White stated that the improvements sought by Heidelberg if granted the abatement would reflect through his business as he was looking at expanding his business and doubling his employment. He respectfully requested approval of the abatement. Two letters were received in support of the abatement for Heidelberg. One from Stovall Corporation signed by Jerry Stovall, President, and the second from C & M Machine, signed by owner Ms. Bobbie Cook. Mayor Wright adjourned public hearing number two at 7:50 p.m. and entered into public hearing number three. PUBLIC HEARING N0.3 To receive citizen's comments regarding proposals to widen a portion of Little School Road from Pennsylvania Avenue to Shady Creek. Mr. David Mayee, City Engineer and representative from Cheatham & Associates addressed the audience by stating that contingent plans had been completed for the widening of Little School Road. Mr. Mayse stated that the roadway for Little School Road would consist of a 45' foot back to back roadway continuing from Pennsylvania Avenue to Shady Creek with alert-hand turn lane proposed at the intersection of Shady Creek and Little School Road. The road would consist of concrete with a full drain system built into it, and would be designed to carry vehicular traffic at 40 miles per hour. Next, Mayor Wright requested that anyone in the audience with questions and concerns come forward and state their name and address before speaking. Mr. and Mrs. Mike Bevill, Mr. Ben Fly, Mr. Ricky Jones, Mr. Steve Hayes, and Mr. Doug Frederking, all residents of Shady Creek signed-in to speak during the public hearing. Questions raised included the following: speed limit, traffic count, four-way stop sign, traffic signal, concrete dividers, left hand turn lane capacity, entrance and exiting traffic of Shady Creek, extension of the expansion of Little School Road to Mansfield Cardinal Road, construction time frame in conclusion with the widening of Mansfield Highway, cost factor, contribution of funds to develop roadway, sidewalks and grassy medians. Mr. David Mayse, City Engineer and Ms. Tracy Henry Traffic Engineer representing Innovated Transportation Solutions, Inc. addressed questions and concerns brought forth by each individual. The audience was made aware that Little School Road was considered the major north and south corridor of the city and was designed to move traffic through the city at a reasonable pace. Safety concerns were the number one priority in development of the roadway and issues of a minor street crossing a major street were reviewed with the intentions of a future signal being in place once certain criteria had been met. In addition, traffic design of the left turn lanes was discussed. It was said that the turn lanes were designed to hold traffic based on the population of the subdivision 2401 There being no further comments before Council Mayor Wright closed public hearing number three at 8:20 p.m. APPROVED: Mayor, Mark S.
