O77-22CITY OF KENNEDALE ORDINANCE NO. 77-22 AN ORDINANCE ESTABLISHING A PARK BOARD FOR THE CITY OF KENNEDALE, TEXAS; AND PROVIDING FOR THE APPOINTMENT, TERMS OF OFFICE AND QUALIFICATIONS OF THE MEMBERS OF SAID BOARD; AND OUTLINING THE DUTIES AND AUTHORITY OF SAID BOARD. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS: 1. There is hereby established a Park Board of the City of Kennedale, Texas, to assist the City Council in an advisory capacity in developing policies, rules and regulations relating to planning, useage and administration of public parks and recreational facilities in the City of Kennedale, and the development, implementation and administration of recreational programs in connection therewith. 2. The Park Board shall consist of five (5) members appointed by the City Council, with the term of office of members appointed to Places One, Three and Five on the Board to end with the appointment of their successors in April of odd numbered years, and the terms of office of members appointed to Places Two, and Four on said Board to end with the appointment of their successors in April, of even numbered years. The initial Board of Directors, appointed and confirmed in this Ordinance, shall have terms of office ending in April, 1978, or April, 1979, respectively, as hereinafter provided, with subsequent terms of office to be for two years. Vacancies on the Board shall be filled by the City Council, with a member appointed to fill a vacancy serving for the unexpired term of the original appointee thereby replaced. 3. Members of the Park Board shall be resident citizens of the City of Kennedale, Texas, and shall serve without pay. 4. Initial members of the Park Board under this Ordinance, hereby appointed and confiLuled by the City Council, are as follows: Robert Patterson in Place One, Irene McDavid in Place Three, and Bill Bishop in Place Five, each with a term of office to end with the appointment of their successors in April, 1979; and Frankie Luttrell in Place Two, and Verlin Arter in Place Four, each with a term of office to end with the appointment of their successors in April, 1978. 5. The voting members of the Park Board shall be the five members as above provided. The President of the Board of Trustees for the Kennedale Independent School District shall be an advisory, non -voting member of the Park Board on an on -going basis, and if he shall fail to so act, then the City Council shall appoint another member of said Board of Trustees to act in his stead. The City Council may designate a member of the Council to act as an advisory, non -voting member of the Park Board, and Councilman George Lowery is hereby named to act in such capacity. 6. In addition to the voting membership, and the ex-officio advisory members above provided for, the City Council shall appoint an Advisory Committee to the Park Board, of any number of committeemen the Council deems appropriate, whose purpose shall be to recommend rules, practices and procedures to the Park Board. The Park Board shall consider the Advisory Committee's recommendations and act in the best interest of the Kennedale Park System and the City. Members of the Advisory Conuuiittee may be either residents or non-residents of the City, and they shall serve during the pleasure of the City Council. 7. If a non -voting ex-officio member of the Park Board shall fail to attend three consecutive meetings of the Board without justifiable cause, his position shall be declared vacant and a re- placement appointed by the Park Board, with approval of the City Council. 8. The Park Board shall elect one of its members as President, and another member as Secretary. Minutes of the Board's meetingsshall be recorded and filed and preserved for clarification of Board proceedings. Roberts Rules of Order shall govern all meetings of the Board. Meetings of the Board shall be called by the President, and effort should be made for a convenient meeting time to accommodate all members. A quorum of the Park Board shall be three voting members, and all decisions must be by a majority of the quorum. 9. The Park Board shall recommend provisions for the conduct and operation of public playgrounds, athletic facilities, and other park and recreational facilities on property owned or controlled by the City of Kennedale. It shall initiate forms of recreational activities that will employ the leisure time of Kennedale citizens in worthwhile manner. 10. All other appointed committees and organizations that use City owned or controlled recreational facilities shall work under the jurisdiction of the Park Board, and shall report directly to the Park Board. 11. Upon need, the Park Board shall recommend to the City Council a levy of fees and charges deemed appropriate in providing recreational services or facilities. 12. All rules and regulations governing all City owned or controlled recreational facilities shall be presented to the City Council in written form for ratification, and for enactment of Ordinances if necessary to implement same. 13. This Ordinance shall be in effect immediately upon its passage. ADOPTED AND APPROVED this loth day of November, 1977.
