KENNEDALE CITY COUNCIL
WORKSHOP -SEPTEMBER 9, 1999

Mayor Wright called the workshop to order at 6:33 p.m.
Members present: Mayor Wright, Councilmember's Clark, Hoover, Barrett, and Vaughn.
Members absent: Councilmember Kovach.
Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, and legal counsel, Wayne K. Olson.
ITEM NO. 1-Discussion on property tax abatement issues.
Council briefly discussed the city's tax abatement policy and a request brought forth by
Heidelberg Manufacturing, Inc. It was noted that Heidelberg was requesting a new abatement
contract at 100 percent for ten years to cover a period of multi annual investments. Council was
made aware that under the city's current policy and guidelines that multi annual investments were
not addressed and this would be something new to look at.
A series of concerns were expressed by council relating to existing machinery in the request for
abatement, lack of figures for review, and recouping lost tax money.
Legal Counsel advised that a contract would need to be drawn between Heidelberg and the City,
and Council should not approve anything until actual figures are presented before them for
review. Mayor Wright advised that council would enter into closed session to discuss the issues
of the contract before making a recommendation in open session.
ITEM NO. 2 -General discussion.
There being no further discussion Mayor Wright adjourned the workshop at 7:22 p.m.
