08/31/1999, Workshop Meeting Minutes2396 MINUTES OF KENNEDALE CITY COUNCIL WORKSHOP -AUGUST 31, 1999 100 E. BROADWAY ST. - COMMiJNITY CENTER Mayor Wright called the workshop to order at 6:35 p.m. Members present: Mayor Wright, Councilmember's Clark, Hoover, Barrett, and Kovach. Councilmember Vaughn arrived at 6:38 p.m. Members absent: None Staff present: Ted Rowe, Kathy Turner, Lynette Whidden, Linda Royster, and John LaPorte. ITEM NO. 1-Workshop on proposed budget for fiscal year 1999/2000. Councilmembers were presented updated general/water fund summary budget sheets. It was noted that a $250,000.00 line item was identified in the General Fund Designated Reserves for possible Library matching funds. In addition, council was made aware that the budget reflected an excess of $207,000.00, which Council could choose to fund unfunded items or return the money back into reserves. Council reviewed a listing of unfunded items and chose to fund a Lobbyist, pay-off vacation accrual in excess of 160 hours, and match the Texas Municipal Retirement System two to one. Council will review ambulance-funding options again in six months. Mayor Wright recessed the workshop at 7:00 p.m. to enter into the public hearing regarding the 1999-2000 proposed budget. Mayor Wright reconvened into the workshop at 7:04 p.m. Council reviewed options for water and sewer rate increases. Council agreed to consider raising water rates to $3.00 for customers who use more than 2,000 gallons of water per month, and to add a rate of $3.25 for customers who use 12,000 or more gallons per month. The basic rate of sewer would increase $0.30 to $1.30. It was noted that a public hearing may be required before any new rates could be implemented. ITEM N0.2 -General discussion. Mayor Wright informed Council that ordinances regarding noise and signage would be brought forth for their approval in the upcoming months. He also stated that an informal public hearing would be placed on the September 9, 1999 City Council agenda to receive citizen input on the widening of Little School Road from Pennsylvania to Shady Creek. It was suggested that Shady Creek Homeowner's Association be notified as well as residents of Shady Creek East.
