AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF
KENNEDALE, T ,.'S, RESCINDING AND CANCELLING KENNE-
DALE ORDINANCE NO. 71-2 CALLING A MUNICIPAL BOND
ELECTION
WHEREAS, heretofore on the 13th day of May, 1971,
the City Council of the City of Kennedale, Texas, adopted
Kennedale Ordinance No. 71-2 calling a municipal election
to be held on June 12, 1971 on four propositions for the
issuance of general obligation and revenue bonds for con-
struction of improvements to the City's Waterworks and
Sewer Systems; and
WHEREAS, the City Council of the City of Kennedale
has determined that it should rescind and cancel said ordi-
nance, and not hold such election on June 12, 1971, but in-
stead should hold such election at a future date to be
hereafter determined; now, therefore:
BE IT ORDAINED BY THE CITY COCIL OF THE CITY OF KENNE➢ALE,
T EXAS .
1. That Kennedale Ordinance No. 71-2 adopted on
the /3th day of May, 1971 calling a city election for June 12,
1971 on four propositions relating to issuance of general ob-
ligation and revenue bonds for the construction of improve-
ments to the City's Sewer and Waterworks Systems, be, and
said Ordinance No. 71-2 is heresy rescinded and cancelled.
2. That the city bond election heretofore called
for the 12th day of June, 1971 shall not be held on said
date, and such proposed election is hereby cancelled and
called off.
3. That this City Council shall hereafter adopt
a new ordinance calling such bond election fr a future
date to be then determined.

As you are aware, the City has experienced considerable growth during the past decade -
a little more than doubling the population. The rapid growth of the City has created
new demands on our water and sewer systems. Your Council has made a comprehensive study
and has determined that essential improvements should be made during the next five years.
In order to implement these improvements a bond election has been called for June 12.
A summary of the issues to be considered by the voters is as follows:
Sewer System - Less than half of the citizens are provided with sewerage facilities.
Some 400 septic tanks are in operation with probably 200 of these overflowing. These
overflowing septic tanks are health hazards for the entire City and need to be eliminated.
The State of Texas will require that these pollution hazards be eliminated. Your Council
believes that the City should stop these pollution hazards before the State takes any
legal action.
Elevated Water Tank - The City has been plagued with inadequate elevated water storage
for the past several years. The Texas Insurance Commission recommends that a town of
our size have elevated storage of at least 160,000 gallons - we now have only 55,000
gallons. Additional storage is necessary to provide adequate water and fire protection
and to effect a non -penalty fire insurance rate.
Water Distribution System - The growth of the City has created larger demands for water
service and new water mains are required to strengthen the system. Some areas are without
City water and water lines need to be extended to provide service to all.
In order to finance these improvements, a bond election has been called for June 12.
The ballot will be divided into four (4) propositions that are as follows:
1. For the issuing of $300,000 Sewer General Obligation Bonds.
2. For the issuing of $200,000 Sewer Revenue Bonds.
3. For the issuing of $200,000 Water General Obligation Bonds..
4. For the issuing of $165,000 Water Revenue Obligation Bonds.
We plan to issue approximately $225,000 General Obligation Bonds within the next year
with the remainder being issued as finances will permit so as not to create a burdensome
tax. This initial financing will require a tax increase. The Revenue Bonds will be,
supported from the net earnings of the water and sewer systems and can never be paid
from money collected from ad valorem taxes. Studies of our finances indicate that all
$365,000 of Revenue Bonds can be issued by 1973 without any rate increases.
It is the unanimous opinion of the Council that this is a sound and necessary improvement
program. We earnestly request you vote "FOR" on each of the propositions.
We cannot have a place of business, a church, a home or school without adequate water
and sanitary sewer service.
