O71-12CITY OF KENNEDALE ORDINANCE NO. 71-12 AN ORDINANCE CANVASSING BOND ELECTION RETURNS BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS: 1. That the City Council officially finds and determines that the election held in the City of Kennedale, Texas, on the 20th day of November, 1971, on the PROPOSITIONS hereinafter stated was duly called and held, after due and proper notice, by duly appointed and qualified officers, that due return of the results of such election have been made and delivered, and that the City Council has duly canvassed said returns, all in accordance with law and the ordinance calling said election. 2. That the City Council officially finds and determines that the following votes were cast at said election on each PROP- OSITION submitted, by the resident qualified electors who own taxable property in said City and who have duly rendered same for taxation and who voted at said election: PROPOSITION NO. 1 101 Votes: FOR ) THE ISSUANCE OF SEWER SYSTEM 134 Votes: AGAINST) TAX BONDS PROPOSITION NO. 2 109 Votes: FOR ) THE ISSUANCE OF SEWER SYSTEM 128 Votes: AGAINST) REVENUE BONDS PROPOSITION NO. 3 103 Votes: FOR ) THE ISSUANCE OF WATERWORKS SYSTEM 130 Votes: AGAINST) TAX BONDS PROPOSITION NO. 4 111 Votes: FOR ) THE ISSUANCE OF WATERWORKS SYSTEM 124 Votes: AGAINST) REVENUE BONDS 3. That the City Council officially finds and determines and declares the result of said election to be that each PROPOSITION submitted has received an unfavorable majority vote in all respects and has failed to carry, so that none of the aforesaid contemplated bonds can be issued under said election. XAS, 76060, THURSDAY, NOVEMBER 4,1971, PRICE 100, NUMBER 30 CITY OF KENNEDALE POST OFFICE BOX 268 KENNEDALE, TEXAS 76060 Dear Citizens of Kennedale: As your are aware, the City has experienced considerable growth during the past decade a little more than doubling the population. The rapid growth of the City has created new demands on our water and sewer systems. Your Council has made a comprehensive study and has determined that essential improvements should be made during the next five years. In order to implement these improvements a bond election has been called for November 20. A summary of the issues to be considered by the voters is as follows: Sewer System - Less than half of the citizens are provided with sewerage facilities. Some 400 septic tanks are in operation with probably 200 of these overflowing. These overflowing septic tanks are health hazards for the entire City and need to be eliminated. The State of Texas will require that these pollution hazards be eliminated. Your Council believes that the City should stop these pollution hazards before the State takes any legal action. Elevated Water Tank - The City has been plagued with inadequate elevated water storage for the past several years. The Texas Insurance Commission recommends that a town of our size have elevated storage of at least 160,000 gallons - we now have only 55,000 gallons. Additional storage is necessary to provide adequate water and fire protection and to effect a non -penalty fire insurance rate. Water Distribution System - The growth of the City has created larger demands for water service and new water mains are required to strengthen the system. Some areas are without City water and water lines need to be extended to provide service to all. In order to finance these improvements, a bond election has been called for November 20. The ballot will be divided into four (4) propositions that are as follows: 1. For the issuing of $300,000 Sewer General Obligation Bonds. 2. For the issuing of $200,000 Sewer Revenue Bonds. 3. For the issuing of $200,000 Water General Obligation Bonds. 4. For the issuing of $165,000 Water Revenue Obligation Bonds. We plan to issue approximately $225,000 General Obligation Bonds within the next year with the remainder being issued as finances will permit so as not to create a burdensome tax. This initial financing will not require a tax increase. The Revenue Bonds will be supported from the net earnings of the water and sewer systems and can never be paid from money collected from ad valorem taxes. Studies ofour finances indicate that all $365,000 of Revenue Bonds can be issued by 1973 any rate es. It is the unanimous opinion of the Council that this is a sound and necessary improvement program. We earnestly request you vote "FOR" on each of the propositions on November 20. We cannot have a place of business, a church, a horse or school without adequate water and sanitary sewer service. Sincerely, Your Council J. H.
