O67-16KENNEDALE ORDINANCE NO. 67-16 AN ORDINANCE AUTHORIZING AND ESTABLISHING A RESERVE POLICE UNIT AS A PART OF THE POLICE DEPARTMENT OF .1 CITY OF KEN- KEDALE, TEAS; PROVIDING_FOR TA QUALIFICATIONS, APPOINT- MENT, TENURE, REMUNERATION _ AND. AUTHORITY OF RESERVE POLICE OFFICERS;. PROVIDING RULES AND REGULATIONS OF SUCH RESERVE POLICE UNIT; CONTAINING A SAVING CLAUSE AND _AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KENNEDALE, TEXAS: 1. There is hereby created a Reserve Police Unit, which shall be a division of the Kennedale Police Departent under the supervision and direction of the Police Chief of.the City of Kennedale, Texas. Said Reserve Police Unit shall be composed of voluntary members not exceeding 10 in number at any one time, and shall be for the purpose of assisting the Kennedale Police Department and training interested and deserving young men in police work. 2. Membership in the Reserve Police Unit shall be en- tirely voluntary, and shall be restricted to men of good moral character who are at least twenty-one (21) years of age and residents of Tarrant County, Texas; All_applicants for membership shall make application in writing on a form to be prescribed by the Chief of Police, and shall be subject to approval by the Chief of Police and then by the City Council. 3. Reserve Police Officers shall receive no pay or remuneration from the City of Kennedale for their services. Each member of the Reserve Police Unit shall be required, as a condition precedent to his appointment as a Reserve Police Officer, to sign an agreement indemnifying the City of Kenne- dale against any liability for his actions as such Reserve Police Officer and releasing the City of Kennedale from any liability for injuries or damages that he might receive or sus- tain as such Reserve Police Officer. 4. .All Reserve Police Officers shall be under the direct supervision and command of the Chief of Police of the City of Kennedale, as well as the direct command of any regular Police Officer of the City of Kennedale on duty and with whom such Reserve Police Officer may be assigned to work. A Reserve Po- lice Officer shall serve only during the consent of the Chief of Police and the City Council, and shall be subject to dis- missal at any time, either with or without cause, by the Cheif of Police or City Council. 5. Reserve Police Officers shall have authority to and shall carry firearms only when on duty for the Kennedale Police Department, or when otherwise under orders to do so by the Chief of Police. While on such duty or under such orders, however, said Reserve Police Officers shall be peace officers of the City of Kennedale, Texas, with the same right and duty to +ke arrests as any regular Police Officer of the City of Kennedale. 6. Reserve Police.Officers shall be subject to the following rules and regulations, as well as such future rules and regulations as may be hereafter promulgated by the Chief of Police or the City Council: (a) Reserve Officers will be used primarily to assist regular officers, but may be called upon to perform any of the duties of a regular officer in case of emergency. (b) Reserve Officers shall direct traffic, under supervision of the Chief of Police or a regular officer, in cases of funerals, accidents, parades, at school cross- ings, and in other emergencies or as directed by the Chief of Police. (c) Reserve Officers will be expected to ride "shot- gun" with regular officers, according to individual assignment. (d) Reserve Officers will be expected to work, as called, in_the Police Department office, acting as jail turn- key, desk sergeant, radio operator, identification officer and in other capacities as needed and directed by the Chief of Police. (e) Reserve Officers may be called upon to serve as patrolmen at activities such as football games and other sport contests, or at any meeting or event where.a crowd might gather. (f) Reserve Officers shall be subject to call to duty in cases of national emergency, or in major and minor disasters. (g) Reserve Officers shall be used for any other special occasions or duties that may arise, the necessity therefor to be determined by the Chief of Police. (h) Reserve Officers shall wear a uniform, badge and equipment to be prescribed by the Chief of Police, all of which shall be furnished by the Reserve Officer at his own expense and without reimbursement,therefor by the City of Kennedale; provided, however, for each six months of satisfactory service, the City will reimburse such Reserve Officer a uniform allowance of $30.00. (1) Reserve Police Officers shall be subject to in- spection__by the Chief of Police or any designated regular police officer at any time while on duty or in uniform, and each Reserve Officer must keep himself neat in appear- ance, including shining of shoes and cleaning and pressing of uniforms (j) Insubordination by a Reserve Police Officer will not be tolerated, and in event such occurs, such Reserve Officer shall be subject to immediate suspension. (k) All Reserve Police Officers shall be subject to the same_rules and regulations with respect to their conduct as are other regular police officers of the City of Kennedale. 7. Each provision of this ordinance is hereby declared to be an individual section or provision, and the holding of any portion hereof unconstitutional or ineffective for any reason shall not affect the validity of any other section or provision hereof. 8. This ordinance shall be in full force and effect immediately upon its adoption and approval. ADOPTED AND APPROVED this 14th day of September, 1967.
