07/01/1999, Special Meeting Minutes2380 MINUTES OF KENNEDALE CITY COUNCIL SPECIAL MEETING -JULY 1, 1999 100 E. BROADWAY ST. -COMMUNITY CENTER Mayor Wright called the meeting to order at 6:55 p.m. Members present: Mayor Wright, Councilmembers Clark, Vaughn and Kovach. Members absent: Councilmember Barrett and Hoover. Staff present: Ted Rowe, Lynette Whidden, Linda Royster, and Michael Box. Also present were Mr. Frank Callahan and Mr. Chuck Freeman, representatives of Callahan and Associates. ITEM NO. 1-Discussion of architectural concepts for new City Hall with Callahan & Assoc. Council was presented various concepts of the new City Hall. Input was received regarding site plan, open space, parking, layout of the interior, and future expansion possibilities. Another workshop was scheduled for July 29, 1999 at 6:30 p.m. ITEM NO. 2 -Discussion of budget preparation for fiscal year 1999/2000. Council was presented preliminary budget calendars reflecting proposed workshops, tax schedule deadlines, and proposed public hearings dates. A workshop was scheduled for July 29 to include proposed budget requests from department heads. ITEM NO. 3 -Discussion of proposed Council agenda modifications. Council briefly reviewed several public forum request forms from surrounding cities. It was suggested that staff prepare a form for citizens to complete at city hall prior to the meeting for staff review. Councilmembers requested guidance from legal counsel relating to what type of issues would be appropriate to address and what issues should not be addressed. It was recommended that no council agenda items be discussed as this would lean towards a public hearing without proper notice. ITEM NO. 4 -General discussion. Items discussed included the following: • Widening of Little School Road through the curve; • Notification that bids had been received and are in the review stage for a water well, and ground storage tank; • Letter to K.I.S.D. regarding adjustment of school boundaries to reflect new city limits since recent annexations; and • Acknowledgement from Oak Crest Baptist Church relating to the annexation. 2381 Coucilmember Kovach moved to adjourn the meeting at 8:55 p.m., seconded by Councilmember Clark.
