PUBLIC HEARING -MAY 4, 1999

Mayor Wright called the public hearing to order at 7:01 p.m.
Members present: Mayor Wright, Councilmembers Clark, Hoover, Barrett, Vaughn, and Kovach.
Members absent: None
Staff present: Ted Rowe, Kathy Turner, Linda Royster, Michael Box, Lynette Whidden, and
Mort Wetterling.
PUBLIC HEARING - To receive citizen's comments regarding a proposed annexation of Oak
Crest Addition, Block 1, Lots 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, and 34;
Block 4, Lots lA, 1B, 2A, 2B, 3A, 3B, 4, SA, SB, 6, 7, 8, 9, 10A, IOB, 11A, 11B, 12A, 12B,
13A, 13B, 14, 15, 16, 17, 18, 19A, 19B, 20, 21, 22, 23, 24, 25, 26, 27, 28, and 28A; Block 5, Lots
1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15A, 15B, 16A, and 16B; Block 7, Lots 4, 5, 6, 7, 8, 9,
10, 11, 12, 13, 14, 15, 16, 17, 18, 19A, 19B, 20, and 21; Block 8, Lots 1, 2, 3, 4, 5, 6, 7, 8A AKA

KENNEDALE ST., AND HIGH RIDGE RD.
The public hearing was opened with a briefing from the City Manager giving an overview of the
annexation process.
Mr. Jerry Bacon, residing at 6712 Lindale Road, Fort Worth, Texas stated he was for the
annexation if the price wasn't too high. He also replied that he was very concerned with the noise
factor from the racetracks in Kennedale, and hoped Kennedale had an ordinance to 'relieve the
sound.
In addition, Mr. Bacon said the neighborhood had been fighting the sexually oriented businesses
for years with no positive results and welcomed the opportunity to the City for reigning control of
them.
Mr. Ernest Long, residing at 6733 Oak Crest Drive West, Fort Worth, Texas who did not sign in
spoke briefly against the annexation. His concern was his wrecking yard, in which he expressed
disbelief that the city was annexing his property without annexing Apache Auto Salvage.
Mr. Bill Jones, registering at 6725 Lindale Road, Fort Worth, Texas questioned Council on
several aspects relating to the annexation. Those issues ranged from annexation of Apache Auto
Salvage, zoning matters relating to how long a business has to recoup their investment,
grandfather clause and what type of time schedule was involved with the annexation process.
Ms. Lois Flynn, residing at 6812 Oak Crest Drive West, Fort Worth, Texas questioned Council
on what changes would take place from the annexation. Mayor Wright replied that the quality of
life would remain the same. However, homeowners would see improvements in police and

fire/ems response times, road improvements as well as water/sewer improvements in the near
future.
Mr. Carl Welch, residing at 6801 Oak Crest Drive West, Fort Worth, Texas asked Council if he
could come back before them and request disannexation if the two year Service Plan was not met.
Several other people spoke out during the public hearing process without complying with the
sign-in requirement. Questions ranged from animal control, code enforcement, gray water run-
off and school boundary changes. Answers to those questions were provided by Council and
staff.
A total of 11 sign-in forms were completed. Four citizens registered for the annexation with
seven citizens registering against.
Mayor Wright reminded the audience of the second public hearing requirement, which was
scheduled at the Oak Crest Baptist Church to begin at 7:30 p.m.
Mayor Wright adjourned the public hearing at 8:10 p.m.
